- Attached is a draft performance work statement for the Category (CAT) A program This is a presolicitation notice for U.S. Transportation Command's (USTRANSCOM) upcoming requirement to procure international commercial cargo CAT A service for less than full pallet loads (non 463L palletized) to users authorized by USTRANSCOM. CAT A service includes time-definite, door-to-door pick-up and delivery, transportation, Intransit Visibility (ITV), Government-Approved Third Party Payment System participation, and expedited customs processing and clearance of less than full pallet loads. It also includes the movement of hazardous, sensitive, perishable, oversized, life and death cargo services, or unusual shipments. Please see attached Performance Work Statement (PWS). The period of performance will consist of a ten-month base period effective 1 December 2012 through 30 September 2013, four (4) one-year option periods effective 1 October 2013 through 30 September 2017, and one six-month option to extend service. Set-aside Status Interested offerors must participate in the CRAF program and maintain CRAF status throughout the duration of the contract. A class Justification and Approval (J&A) document encompassing this program, which authorizes other than full and open competition was approved on 3 March 2011. It is the Government intent to award to approximately five (5) responsible carriers who propose rates for all routes. The Government reserves the right to award one contract to small business if the small business participates in CRAF, is responsible, and awarded rates are at a fair market prices.
