Description
The U.S. Department of Transportation (DOT), National Highway Traffic Safety Administration (NHTSA) mission is to provide prosecutorial viewpoints and a legal perspective on traffic safety laws, with an emphasis on impaired driving and coordination our efforts with the traffic safety community including law enforcement. Description: To assist in outreach to prosecutors and be responsible for developing, revising and pilot testing training programs to prosecutors; maintaining the briefs of impaired driving cases; providing technical assistance to law enforcement officers and prosecutors on impaired driving cases; and making presentations at National meetings. NHTSA and the National Criminal Justice Association sponsored a Criminal Justice Summit to identify gaps, problems and challenges in the criminal justice system in the handling of impaired drivers and then to assess solutions and strategies for increasing effectiveness in the enforcement, prosecution and adjudication phases of impaired driving cases. Later, NHTSA, the National District Association (NDAA) and National Association of Prosecutor Coordinators (NAPC) brought together the Traffic Safety Resource Prosecutors (TSRPs) from 40 states to discuss: NHTSA's priorities, developing relationships with other partners, DWI/Drug Courts, performance measures, and the importance of working with the State Highway Safety Offices. Breakout sessions were held on TSRP issues, including performance measures, and information on the Standardized Field Sobriety Testing and the Drug Evaluation and Classification Programs for prosecutors. Discussions were also held on a strategic vision for TSRPs and their interaction in the traffic safety community. These sessions have also be fruitful for the TSRPs as they have been able to mentor the less-experienced TSRPs on what they have accomplished and the tools that they have developed. The NAICS Code for this contract is 541720. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Material Labor Hour type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 25, 2012. Period of Performance: Base period of twelve (12) months plus four (4) one (1) year option periods for a total of five (5). Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposals (RFP). NHTSA intends on awarding a Time and Material type contract for a performance period not to exceed five (5) years after the effective date of the resultant contract. The anticipated award date for this resultant contract is expected on or about September 2012.
