- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation/synopsis' reference number is W912KNY12122 and is issued as a Request for Quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 541990 (iii)The NJARNG is looking for Revision of a pest management Plan. The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop an Integrated Pest Management (IPM) plan at the New Jersey Army National Guard (NJARNG) in a manner that will ensure the health and general well being of installation personnel. (iv)The NJARNG shall provide the contractor with the most recent IPM Plan in Word format. This task will focus on revising the text of the current IPM Plan. No major revisions will be expected. The contractor shall develop an IPM plan for approval. The IPM plan will require approval by the NJARNG Pest Management Coordinator (PMC) prior to being submitted to the Army National Guard Bureau Pest Management Program Manager and being implemented. The contractor's IPM plan shall establish the strategy and methods for conducting a safe, effective, and environmentally sound pest management program. Perspective contractors may review the installation's historical records of pest activity and abatement actions, survey facilities and grounds, consult with the NJARNG Pest Management Coordinator and or the Environmental Program Manager in order to develop an IPM plan. In developing the IPM plan, the contractor may want to address continuous monitoring, pest response and removal procedures, ground support to aerial spray operations (if any), record keeping, warranties, pest education and communication to installation personnel to prevent pests and disease vectors, bird control on airfields and in hangars. (v)The IPM approach should use targeted (effective, environmentally sound) methods including habitat/facility modification, biological/genetic/cultural control, mechanical/physical control, and where necessary, the judicious use of least hazardous pesticides. The IPM plan shall comply with all applicable Federal/state/and local regulations including Department of Defense Instruction (DoDI) 4150.07, DoD Pest Management Program, 29 May 2008, the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), and the DoD Armed Forces Pest Management Board (AFPMB) program requirements.
