- This Request for Information (RFI) is for market research and planning purposes only and is not to be construed in any way as a commitment or as an obligation by the Government. It is the government’s policy to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service –disabled veteran-owned small business, historically underutilized business zone small business, small disadvantaged business, and women-owned small business concerns. Agency contracting officers (CO) accordingly must review acquisitions to determine if they can be set aside for small business. However, to obtain services (or supplies) that have an anticipated dollar value exceeding $150,000, the CO must first consider an acquisition for the small business socioeconomic contracting programs before considering a small business set-aside. In determining which program to use for an acquisition, the CO is expected to consider, among other things, the results of market research that was conducted to determine if there are socioeconomic firms capable of satisfying the agency’s requirement. This RFI is issued in partial satisfaction of the U. S. International Trade Commission’s (USITC or Commission) obligation to conduct market research for that purpose (Reference FAR Part 19 and FAR Part 10). This is not a Request for Proposal, Request for Quote, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary. There is no solicitation document currently associated with this RFI. Any requests for a solicitation package will be disregarded. The Government will not award a contract on the basis of this RFI or otherwise pay for the information being requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government’s use of such information. Submittals will not be returned to the sender. No questions will be entertained at this time. The USITC is seeking responsible small-business vendors to submit information on their capabilities to provide to the Government commercial court reporting services delivered primarily on-site at Government facilities in the Washington, D.C. metropolitan area. The estimated value would be between $5,000,000 and $6,000,000 over a five year period. It should be noted that all work required under a court reporting requirement for the Commission would be performed at no cost to the Government but rather would be paid by private parties to court proceedings and by the public. Court reporting services would be required in proceedings such as hearings; conferences (both in-person and telephonically); meetings; and depositions for the purpose of receiving testimony and evidence. These proceedings would frequently involve highly technical subjects (e.g. electronics, computer technology, chemistry, biotechnology, sophisticated manufacturing techniques), and would include economic, financial, and statistical acronyms, vocabulary or terms of art applicable to specific industries. Multiple proceedings may be held simultaneously on any given day. The contractor would be responsible for furnishing all personnel, equipment, and materials necessary to meet the court reporting requirement. The contractor would be providing court reporting services to include: · Furnishing Real-Time services, including providing all necessary wireless or wired connections and software that may be required for Real-Time; · Making transcripts of proceedings; producing copies of transcripts in both paper and on computer-readable media, oftentimes in a one-day turnaround period; and; · Furnishing transcripts to parties to the proceedings as well as members of the public. To respond to this RFI, please provide your small business socio-economic status and a brief summary (not to exceed five, one-sided, double-spaced pages) of your organization’s experience providing court reporting and related services, types of services offered by your company, and any training or accreditation of court reporters employed by your company. Also include the organization’s DUNS number and point of contact. This information should be emailed to debra.bridge@usitc.gov., on or before 2:00 p.m. E.T., Wednesday, May 9, 2012.
