- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-12076, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-58 dated April 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Rigaku Americas Corp one (1) Alchemist HT Screen Maker, an automated liquid handler designed to create coarse and complex protein crystallization fine screens to include: laptop control computer with Alchemist HT Control software, single-position nest for SBS, Lonbro, and Nextal plate footprints, handheld barcode reader, barcoded Birdfeeders, (24) 125ml standard Nalgene bottles and (24) 250ml standard Nalgene bottles: CrystalTrak Bundle; Service and Support Package; shipping and handling. Accessories include: six (6) 6-pack of Large BirdFeeders; six (6) 6-pack of Medium BirdFeeders; six (6) six-pack of Small Birdfeeders; three (3) BirdFeeder Syringe Septum, qty. 100; three (3) Syringe Septum Spacers for BirdFeeders, qty, 100; six (6) BirdFeeder Storage Cap, qty. 50. The automated, software controlled, high throughput liquid handling robot is needed that can draw chemical solutions from 60 or more different 250 ml reagent stock bottles and fill 96-well deep-well storage blocks and 15-well or 24-well crystallization trays with multiple reagents in each well to high precision (coefficient of variation (CV) of 1-3%). Additionally, the instrument must not use pumps, valves or tubing and not require priming. This system must able to create crystallization screens using 72 on board 250 ml stock solutions and dispense into 96-well deep-well blocks or 15-well or 24-well crystallization trays with CVs of 3% or less. Rigaku is the only known vendor that sells a robot (the Alchemist HT) that is large enough to handle the high throughput required. The Alchemist HT can create crystallization screens from 72 different on board stock reagents (250 ml capacity each). SBS footprint 96-well deep well blocks that can be filled in 25 minutes using multiple components with high precision coefficients of variation (CV) of 3% or less. The following factors shall be used to evaluate offers: 1) technical capability to meet the required specifications, 2) assembly and installation, 3) warranty, 4) price, and 5) delivery (180 days after receipt of order). By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
