- The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: McNary 4160/480V Station Service Replacement. The work is located at McNary Lock and Dam (Benton County, Washington and Umatilla, Oregon). This will be a firm-fixed-price supply with construction install contract. The North American Industry Classification System (NAICS) code for this project is 335999 and the associated small business size standard is 750 employees or less. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A) A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in #1 above. Include the name, title, phone number and email address. C) Provide a statement of your firm's business size with regards to the NAICS code listed above. D) Cage Code and DUNS number. Submit this information to Elaine Vandiver, Contract Specialist, via email to Elaine.M.Vandiver@usace.army.mil. Your response to this notice must be received on or before 3:00PM on May 18, 2012. Summary of Scope of Work: The work consists of replacement, rehabilitation, and modernization of the McNary Dam station service electrical power system. Major elements of the project include the following: 1.Replace the 4,160 Volt distribution system with a 13.8 kV system. 2.Replace seven 480 Volt substations and associated motor control centers with new switchgear and a simplified motor control center layout. 3.Transfer all 4,160 Volt motor loads to the new 480 Volt system, replacing the affected motors. 4.Provide replacement feeders and new transformers to serve other existing loads served from the powerhouse. 5.Provide new digital static exciters for the Station Service hydroelectric generator units. 6.Provide new PLC-based station service controls and Supervisory Control and Data Acquisition (SCADA) for the station service distribution system, along with modern protective relaying. Specific elements of the project include, but are not limited to, the following: a.Remove and dispose of two 15kV current limiting reactors (CLRs). b.Remove and dispose of two 15kV manual disconnect switches. c.Remove and dispose of four 15kV rated breakers. d.Remove and dispose of 15kV Isolated phase bus connecting CLRs, disconnects and 15kV rated breakers to the 15kV taps. e.Remove and dispose of one Station Service Transformer TO, oil filled 7500kVA 13800V/4160V including related feeders and control systems. f.Remove and dispose of two 5kV switchgear consisting each of seventeen 5kV breakers and one surge protection cubicle including related feeders, control systems, and unused cable tray. g.Remove and dispose of seven distribution switchgear each consisting of: i.Six 5kV breakers ii. One 225kVA 4160/480V and one 112.5 kVA 4160/208/120V dry type transformers iii. Three 480V [600A] circuit breakers iv.Two 480V distribution panels v.One 125VDC panelboard vi.One 250VDC panelboard vii.One lighting panelboard viii.One preferred AC panelboard ix.Related feeders and control systems h.Remove and dispose of fifteen 480V MCCs including related feeders and control systems. i.Remove and dispose of four 480V panelboards including related feeders. j.Remove and dispose of two outdoor/substation transformers, oil filled 2500kVA 4160V/12470V including: Related feeders and control systems; Transformer pads k.Remove and dispose of two 15kV outdoor/substation oil breakers and two 225kVA 4160V/208/120V dry type transformers including: Related feeders and control systems; Transformer pads l.Remove and dispose of two three-phase, 225kVA 4160/208/120 stand-alone transformers and associated enclosure. m.Modify and test one 480V Motor Control Center (MCC), including: Provide dual feeders; Provide automatic transfer switch; Provide and modify controls n.Modify and test five control boards, including: Remove 5kV breaker controls and modify controls; Remove 5kV breaker status and station service controls and modify mimic bus; Remove 15kV breaker controls and modify mimic bus o.Modify and test two 125VDC switchboards by providing breakers and feeders to new substation switchboards, 15kV switchgear, and 480V switchgear. p.Modify and test two 250VDC switchboards by providing breakers and feeders to new substation switchboards, 15kV switchgear, and 480V switchgear. q.Modify and test two 120VAC panelboards by providing breakers and feeders to existing main unit control switchboards. r.Remove, modify, reinstall, and test eight Allis-Chambers 100HP governor oil pump motors (Main units 1 through 4), including: Rewind motors from 4160 volt to 480 volt Alignment and balance s.Remove, modify, reinstall, and test twenty Woodward 100HP governor oil pumps (Main units 5 through 14), including: Rewind motors from 4160 volt to 480 volt; Provide Woodward governor rebuild kit; Provide electrically operated unloader system t.Remove, modify, reinstall, and test three Allis-Chambers 200HP vertical pump motors, including: Rewind motors from 4160 volt to 480 volt; Alignment and balance u.Remove, reinstall, and test seven 5kVA inverters. v.Remove and turn over to the Government three 50hp Worthington governor oil pumps. w.Remove and turn over to the Government one 5kV MCC for un-watering pumps. x.Remove and turn over to the Government one stand alone three-phase 300kVA 12470/480V dry type transformer. y.Remove and turn over to the Government three stand alone three-phase 500kVA 12470/480V dry type transformers. z.Remove and turn over to the Government six three-phase stand alone dry type transformers, of the following sizes: 300kVA 12470/2300V; 30kVA 12470/480V; 25kVA 12470/240/120V aa.Install and test three government furnished 50hp Woodward governor pumps (Main units 9, 10, and 11). bb.Provide, install, and test nine electrically operated unloader systems for nine existing 50hp Woodward governor pumps (Main units 4 through 8 and 12 through 14). cc.Provide, install, and test two 1200A (130kA momentary) new manual disconnect switches. dd.Provide, install, and test two Current Limiting Reactors. ee.Provide, install, and test isolated phase bus from the new taps to the disconnect switch and current limiting reactors. ff.Provide, install, and test non-segregated bus from the Current Limiting Reactors to the new 15kV switchgear. gg.Provide, install, and test two new 15kV switchgear, each consisting of fifteen vacuum breakers including feeders, controls, metering, synchronizing, and protection circuits. hh.Provide, install, and test two stand alone 5kV breakers for station service generators including feeders and controls. ii.Provide, install, and test two stand alone three-phase 3750kVA 13800/4160V dry type step-up transformers for station service generators including High Resistance Grounds (HRGs). jj.Provide, install, and test two stand alone three-phase 1500kVA 13800/4160V dry type transformers for lock and dam feeders including feeders. kk.Provide, install, and test one stand alone three-phase 300kVA 13800/480V with tap dry type transformers at the Project Fish Ladder. ll.Provide, install, and test three stand alone three-phase 500kVA 13800/480V with tap dry type transformers at the Project Warehouse. mm.Provide, install, and test six three-phase stand alone dry type transformers at the Project Well Houses with the following ratings: 300kVA 13800/2300V with tap; 30kVA 13800/480V with tap; 25kVA 13800/240/120V with tap nn.Provide, install, and test two three-phase, 225kVA 480/208/120 stand-alone transformers plus enclosures for lighting panels. oo.Provide, install, and test two three-phase, 250KVA 13,800V/4,160V stand-alone outdoor transformers plus enclosures. pp.Provide, install, and test one outdoor stand alone 15kV switchgear consisting of four 15kV vacuum breakers, metering, protection and controls including equipment pad and site excavation. qq.Provide, install, and test one 480V double ended substation consisting of two three-phase, 1500kVA 13,800/480V transformers, HRGs, two main bus breakers, one tie breaker, and on each side (twenty) feeder breakers (for a total of 43 breakers). rr.Provide, install, and test eight three-phase, 1500kVA 13,800/480V stand-alone transformers plus enclosures and HRGs for new 480V substations. ss.Provide, install, and test four 480V double ended substations consisting of two main bus breakers, one tie breaker, and on each side (twenty) feeder breakers (for a total of 43 breakers per substation). tt.Provide, install, and test seven distribution switchgear, each consisting of: Two 480V dual-fed MCCs; Two 480V dual-fed distribution panels; Two 480V panelboards; One 125VDC panelboard; One 250VDC panelboard; One lighting panelboard; One preferred AC panelboard; Related feeders and control systems uu.Provide, install, and test ten 480V MCCs including related feeders and control systems. vv.Provide, install, and test four 480V Panelboards including related feeders. ww.Provide, install, and test related feeder and control systems. xx.Provide, install, and test programmable logic controller (PLC) systems, Human Machine Interfaces (HMIs), digital relays for bus protection, transformer protection, breaker synchronization, and breaker/relay communications to reliably automate the operation of the station service equipment (NOTE: PLCs, HMIs, software, and programming are government furnished, all other related equipment shall be provided by Contractor): Eleven PLCs; Four touch screen HMIs; Two HMI servers; Two HMI desktop terminals; Networking equipment; All related hardware, fiber cable, wiring, equipment, and controls; A critical element of the project involves complex sequencing and coordination, a phased approach to commissioning and cut-over of new equipment and systems, and highly technical interfaces between new and old systems. The Contractor must demonstrate experience and qualifications necessary to manage challenging Quality Control and Commissioning programs for both factory and on-site testing requirements. The project will involve the procurement of complex electrical equipment with long lead times. The Contractor will be required to complete on-site work in close coordination with the Government hydroelectric facility and minimize outages and disruptions to operations. Miscellaneous work within the project includes minor lead paint removal and disposal from existing components, minor removal and disposal of asbestos containing material from existing components, customer training on new equipment, and delivery of Operation and Maintenance Manuals, As-Built Drawings, and spare parts to the customer. The project includes the staffing and management of Contractor Quality Control systems and the Contractor's on-site safety program. Contractor personnel involved in design, manufacturing, installation and testing shall have the required credentials (professional registrations, training or certifications) and experience related to this type of work. The project will involve the development and management of an overall project schedule utilizing scheduling software that meets the activity coding structure defined in the Standard Data Exchange Format (SDEF) in Engineer Regulation 1-1-11. The Contractor will be required to provide a qualified authorized scheduling representative with experience in the development and management of electronic schedules for projects similar in nature and complexity to this project.
