Description
The General Services Administration (GSA), Public Buildings Service (PBS), Acquisition management Division (AMD) has a requirement to support the Office of Portfolio Management for the National Capital Region (NCR). GSA intends to awards a Multiple-Award Fixed-Price contract to one or more small business sources capable of providing Fair Annual Rent (FAR) appraisals. The contractor is responsible for having a current knowledge of the requirements of state law in connection with real estate appraisals. Appraisers shall be appropriately State certified or licensed; their signatures must be affixed to the appraisal report and certification and in good standing with the licensing authority where the credential was issued. The primary appraiser must hold, in good standing, the MAI designation issued by the Appraisal Institute or comparable industry designation. The primary appraiser and contract signatory must also inspect, in conjunction with this assignment, the asset(s) to be appraised. This Solicitation sets forth requirements for proposals to execute the Services described in the Solicitation Documents. Proposals conforming to the Solicitation requirements and "Method of Award -- Evaluation Factors" shall be considered in determining award of individual contracts. The Government anticipates awarding a Multiple-Award Contract to up to four (4) selected Offerors, subject to the conditions set forth herein. Since a Multiple-Award contract will be made, Offerors will be given a fair opportunity to be considered based on their qualifications and capacity to perform the required work. Also, Offerors will have the liberty to submit a price proposal for one or more of the four property groups. The Offeror's proposal(s) submitted in response to this Solicitation shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1449 submitted by an Offeror, and delivered to the Contractor a copy of the SF 1449 with original signatures together with the Agreement reflecting the Offeror's proposed prices. NOTE: There are four (4) different appraisal packages relative to this solicitation. The three packages are designate as Washington, DC Properties (Group A), Nebraska Avenue Complex (NAC) (Group B), Maryland Properties (Group C), and Virginia Properties (Group D). Potential Offerors may submit a price proposal for one or all of the different packages. GSA anticipates issuing the Request for Proposal (RFP) within 3 days from the posting of this notice.
