- Advisory and Assistance Services - Fracture Mechanics Expert for Hydro-mechanical Equipment THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST FOR INFORMATION IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. 1.0GENERAL INFORMATION 1.1No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation is seeking sources with a high level of expertise in various scientific and academic fields to provide expert opinions, advice, and consultation (advisory and assistance services) to the Bureau of Reclamation's Technical Services Center and Dam Safety Program. 1.2In accordance with FAR 37.203, The Bureau of Reclamation is requesting the information on the availability of various experts to: Obtain outside points of view to avoid too limited judgment on critical issues;Obtain advice regarding developments in industry, university, or foundation research;Obtain the opinions, special knowledge, or skills of noted experts;Enhance the understanding of, and develop alternative solutions to, complex issues;Support and improve the operation of organizations; orEnsure the more efficient or effective operation of managerial or hardware systems.2.0Experts 2.1Fracture Mechanics Experts 2.1.1Scope of Work. Provide Advisory and Assistance Services as pertain to fracture mechanics Expertise for technical services to the Security, Safety, and Law Enforcement Group and the Technical Service Center (TSC), Denver, CO. 2.1.2 Description of Expertise. The TSC requires the opinions, special knowledge and skills of a Noted Expert in the field of fracture mechanics for dam hydro-mechanical equipment. The expertise required for the consultant is critical due the complexity associated with the analysis and safety of the hydro-mechanical equipment operated at Reclamation's dams. The Noted Expert shall provide outside points of view to expand Reclamation's judgment on critical issues, enhance the understanding of and develop alternative solutions to complex issues and support and improve the operations of the TSC. 2.1.3Qualifications. To be considered as a Noted Expert, the candidate shall: - Have a breadth of expertise with minimum 25 years' experience in the field of structural, fatigue and fracture analysis of hydro-mechanical equipment at hydro-electric projects.- Have broad knowledge of material engineering related to material properties of metals, failure analysis, condition assessment, welding and repairs.- Have an extensive expertise in finite element analysis in structural evaluation of hydro-mechanical equipment at hydro-electric projects. - Have knowledge of the most current ASME "Boiler and Pressure Vessel Code - Section VII" and API 579/ASME FFS.- Have broad experience in assessment of hydro-mechanical equipment at hydro-electric projects including penstocks and hydro-power unit generators.- Be able to review structural and fatigue analysis results and provide expert recommendations as to the interpretation of the results from an acceptability and reliability perspective.- Be able to provide expert recommendations, identify methods and strategies to solve the most difficult design and analyses problems associated with fracture mechanics approach to life predictions of new and existing hydro-mechanical equipment at hydro-electric projects.- Be a member of ASME professional committees.- Have broad knowledge in designing mitigation measures for hydro-mechanical equipment at hydroelectric projects.- Have ability to fully understand data output of material laboratory tests. - Be able to participate in meetings at the Denver Federal Center office on regular basis.- Possess active Professional Engineer license.- Be a US citizen. 3.0 INFORMATION REQUESTED: Responses to this notice should include the experts' (or organization's) full name (the name of a point-of-contact if an organization response), mailing address, e-mail address, and telephone number. Both individuals and firms are invited to demonstrate their capabilities by providing the responses to the following: 1)Provide a Statement of Capability (SOC) describing your capability to provide the services above described above to include:a.Information describing your experience in the field(s) that qualifies you as an expert given the requirements stated above.b.Resumec.Bibliography of publications (if applicable) 3.1The Bureau of Reclamation is conducting a market survey to seek potential sources from qualified experts. Individuals and companies qualified to do business with the United States shall be registered in the Central Contractor Registration (CCR) at https://www.ccr.gov/ and not be on the Excluded Parties List System (debarred list) at https://www.epls.gov. Responses will be compiled and shared with the advisory committee and responses to the request(s) will not be returned. The subject line of the email shall be "Request for Information for Technical Experts - Fracture Mechanics Expert for Hydro-mechanical Equipment". Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via email to Paul Pierson at ppierson@usbr.gov, no later than close of business, 4:00 pm Mountain Time, May 16, 2012. Telephone inquiries will not be accepted, all questions in response to this RFI shall be submitted in writing via e-mail; late submissions will not be answered after the due date.
