- Advisory and Assistance Services - Concrete Dams Expert THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST FOR INFORMATION IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. 1.0 GENERAL INFORMATION 1.1 No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation is seeking sources with a high level of expertise in various scientific and academic fields to provide expert opinions, advice, and consultation (advisory and assistance services) to the Bureau of Reclamation's Technical Services Center and Dam Safety Program. 1.2 In accordance with FAR 37.203, The Bureau of Reclamation is requesting the information on the availability of various experts to: Obtain outside points of view to avoid too limited judgment on critical issues;Obtain advice regarding developments in industry, university, or foundation research;Obtain the opinions, special knowledge, or skills of noted experts;Enhance the understanding of, and develop alternative solutions to, complex issues;Support and improve the operation of organizations; orEnsure the more efficient or effective operation of managerial or hardware systems.2.0Experts 2.1 Concrete Dams Experts 2.1.1 Scope of Work. Provide Advisory and Assistance Services as pertain to Concrete Dams Expertise for technical services to the Security, Safety, and Law Enforcement Group and the Technical Service Center (TSC), Denver, CO. 2.1.2 Description of Expertise. The TSC requires the opinions, special knowledge and skills of a Noted Expert in the field of concrete dam engineering. The expertise required for the consultant is critical due the complexity associated with the design, analysis, and safety of concrete dams. The Noted Expert shall provide outside points of view to expand Reclamation's judgment on critical issues, enhance the understanding of and develop alternative solutions to complex issues and support and improve the operations of the TSC. 2.1.3 Qualifications. To be considered as a Noted Expert, the candidate shall: - Have a breadth of expertise in the field of concrete dams design, structural analysis, risk analysis, and security.- Have strong negotiation and oral/written communication skills.- Possess active Professional Engineer license.- Be US citizen.- Be able to participate in the meetings at the Denver Federal Center office on regular basis. Structural Analysis Capabilities - Be specifically qualified with minimum 25 years experience in the design, structural analysis, and rehabilitation of concrete dams.- Have demonstrated skills to identify methods and strategies to solve the most difficult design and analyses problems associated with concrete dam static and seismic stability analyses.- Expertise in non-linear finite element analysis for seismic evaluation of concrete gravity and arch dams using LSDYNA software (familiarity with other commercial non-linear finite element software, EAGDSLIDE, and EACD3D96 programs a plus).- Be able to provide expert recommendations for structural analysis techniques for concrete dams.- Be able to review structural analysis results and provide expert recommendations as to the interpretation of the results from a stability, acceptability, and reliability perspective.- Be actively involved in the structural analysis community for concrete dams by attending and presenting papers at conferences and being a member of professional committees. - Possess extensive knowledge of large concrete dams including knowledge of foundation conditions, reservoir / dam hydrodynamic interaction, spatially varying ground motions, material properties and loadings conditions for concrete dams. - Have extensive knowledge in designing mitigation measures for concrete dam stabilization.- Demonstrate sufficient working knowledge of concrete dams to assist in the development of Design Standards or Manuals and Standards. Show sufficient experience participating with other Agencies on writing standards or guidelines.- Have documented experience in teaching training classes or mentoring others on aspects of concrete gravity, arch, and buttress type dams. - Have a full understanding of data outputs of soil and concrete laboratory tests. - Have a thorough understanding of mass concrete as compared to other types of concrete behavior.- Knowledge of layout of arch dams.- Have experience in thermal analysis of the mass concrete dams. Dam Safety Capabilities - Be specifically qualified with minimum 10 years experience in risk analyses for concrete dams and appurtenant structures for dams.-Have served as team leader on Dam Safety related structural analysis, design, and rehabilitation projects.-Be versed in Reclamation's quantitative risk-based approach to decision making and independent review process. - Be able to facilitate team risk analyses and to act as a mentor in the risk analysis process. - Have participated in review boards as a structural engineering consultant and/or risk analyses expert for the dam safety of high-significance concrete dams.- Be able to review Reclamation's risk analyses that support dam modification decisions and form responses and comments with the risk guidelines. Security and Blast Related Capabilities- Have knowledge of Reclamation's Security Studies and Development Program.- Have a working knowledge of blast analysis and effects on concrete dams, spillways, and embankments.- Have a working knowledge of Reclamation's security risk analysis process (able to provide advice on security related special studies and to analyze field data to assess cratering, zones of fracturing and crushing of materials, and extent beyond which effects are seen from large blasts).- Be able to advise analysis team and security office of findings. - Have served as a team leader on security related studies for dams and appurtenant structures for dams - Security clearance may be requested. 3.0 INFORMATION REQUESTED: Responses to this notice should include the experts' (or organization's) full name (the name of a point-of-contact if an organization response), mailing address, e-mail address, and telephone number. Individuals and companies qualified to do business with the United States shall be registered in the Central Contractor Registration (CCR) at https://www.ccr.gov/ and not be on the Excluded Parties List System (debarred list) at https://www.epls.gov. Responses will be compiled and shared with the advisory committee and responses to the request(s) will not be returned. The subject line of the email shall be "Request for Information for Technical Experts - Concrete Dams Expert". Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via email to Paul Pierson at ppierson@usbr.gov, no later than close of business, 4:00 pm Mountain Time, May 23, 2012.
