- GAMS Development CorporationAnnual Maintenance Support for GAMS Software The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with GAMS Development Corporation to provide annual maintenance and support for GAMS Software. The United States Environmental Protection Agency's (USEPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention and Control Division (APPCD) developed the Universal Industrial Sectors Integrated Solutions (U-ISIS) model for industrial sectors. U-ISIS model logic and core has been developed using a multi-user license of GAMS. EPA has identified GAMS Development Corporation as the only contractor able to meet the requirements of this procurement. The GAMS software is a proprietary high-level unique modeling system developed by the GAMS Corporation. This software is the mathematical framework used to develop the U-ISIS model and is the only product that will suffice the work being done in such a model. The contractor shall update our Small Multi User/Departmental (MUD) GAMS License (License ID G100908):*Update GAMS Base Module (required with all solvers and solver inks) includes; GAMS Language Compiler, Set of Manuals, CONVERT tools, UNIX utilities, GDX utilities, GAMS/COIN-OR Solvers (LP/MIP/NLP), GAMS/MILES (MCP), and GAMS/NLPEC (MPEC)*Update GAMS/CONOPT - robust solver for NLP*Update GAMS/CPLEX MIP, Barrier - robust solver for LP (simplex) with barrier option and MIP option*Update GAMS/DICOPT - solver for MINLP*Update GAMS/MINOS - benchmark solver for NLP. The annual license will cover 5 users from January 1, 2012 to December 31, 2012. This procurement will be accomplished under FAR Part 12. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
