Description
REQUEST FOR INFORMATION (RFI) ONLY NO CURRENT SOLICITATION DOCUMENT EXISTS Marine Corps Systems Command requests capability statements from companies for the purpose of identifying potential sources to provide the (Government Owned/Provided Design) of the bolt set (bolt and nut) for Night Vision Goggle (NVG) bracket. This bolt will be used to secure the NVG bracket to the Enhanced Combat Helmet (ECH). The existing bolt set is a special design constructed with 4340 alloy steel condition annealed and a cadmium plate finish. It consists of a custom designed 10-32 flat head screw 0.775 long with a custom designed 10-32 nut. This bolt set has never been produced in useable quantities. The NVG bolt set must be able to securely fasten the NVG bracket to the ECH. We are looking for a strong materiel solution that is better suited for the NVG bracket application that can be quickly mass produced at low cost without any modification to the bolt set design or dimensions. Although the drawing specifies 4340 alloy steel, contractors may propose other materials that meet overall requirements. The bolt set that the contractor provides as a product design model will be reviewed for dimensional conformance. It will also be subjected to the ECH blunt impact testing. This bolt set shall not fail (i.e. shatter, break or come apart). The ECH blunt impact testing information is being provided as an attachment to this RFI. Reference GL-PD-09-04H PURCHASE DESCRIPTION dtd. 3 May 2012. (Section 3.11 and 4.20). Drawings pertaining to the bolt dimension are available immediately upon request. Interested parties requesting to obtain these drawings shall send a request to lisandra.torres@usmc.mil. Possible maximum quantities are 38,500 bolt sets for the first year. The schedule for production should support an initial delivery of 9,850 bolt sets, with the first delivery due by 14 June 2012. Capability Statement content should include: a technical discussion regarding the ability to produce a bolt set capable of addressing the need and testing requirement at the required quantity and in consistent quality, production lead time, minimum and maximum monthly production quantity, anticipated volume discounts, business size and type with NAICS, and any information that can be used to consider capabilities for performance. Interested parties reviewing this RFI are requested to contact lisandra.torres@usmc.mil to schedule a possible teleconference regarding the technical aspects of this RFI. Please reference RFI M67854-12-I-1058 in all correspondence and capabilities statements. Questions from interested parties or potential sources shall be submitted electronically to lisandra.torres@usmc.mil no later than 18 May 2012. Interested parties shall submit capabilities statements electronically by 6PM EST, 25 May 2012 to lisandra.torres@usmc.mil. Capability Statements, including attachments, are limited to ten (10) pages. Capability Statements, including attachments, must be submitted electronically; due to email restrictions, all electronic submissions must be smaller than 5MB. All properly marked proprietary information will be appropriately handled. Submitted material will not be returned. The findings from this Market Research effort may impact future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time.
