- Reference Number: NHLBI-CSB-AR-2012-146-CSP Title: Notice of Intent to Award Sole Source to Harvard University The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institutes of Health Center for Regenerative Medicine (NIH-CRM), intends to negotiate on a sole source basis and award a purchase order for an ebook from the existing StemBook, and new protocols contributed by the NIH-CRM to Harvard University, 1350 Massachusetts Ave, Cambridge, MA, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The corresponding NAICS code is 611310 - Colleges, Universities, and Professional Schools and the small business size standard is $7.0 Million. The basis for sole source determination:is based upon the fact that Harvard Stem Cell Institute's (HSCI) online review of stem cell biology is a one-of-a kind resource that does not exist from any other resource. Given HSCI's experience refining the existing publishing pipeline, they can uniquely offer a higher throughput response to the need for a protocols resource than any other frameworks that could be created. In addition, only HSCI is able to access StemBook's customized software, thus the collaboration providing an unparalleled opportunity for NIH to gain access not otherwise possible to an optimal publishing format. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NHLBI-CSB-AR-2012-146-CSP and may be submitted electronically NO LATER THAN 8:00 A.M. EASTERN STANDARD TIME May 16, 2012 to the Contract Specialist, Caitlin Palmer at: caitlin.palmer@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
