- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs Medical Center, Augusta, GA, VISN 7, contemplates a sole source procurement with Charleston Harbor Resort & Marina, 20 Patriots Point Road, Mount Pleasant, SC 29464 for the following requirement: Purpose: To procure a lodging and meal package in support of the Basic Marriage Enrichment Retreat program for 13 thru 15 July 2012. Mission: To provide a safe and comfortable environment to host a two-day retreat for the veterans and active duty service members and their spouses from the VISN 7 catchment area. Period and Place of Performance: The selected facility for this retreat must be in or near Charleston, South Carolina and available for two nights. The retreat is scheduled for Friday, 13 July 2012 at 1:00 p.m. thru Sunday, 15 July 2012 at 5:00 p.m. Background. The facility must be secluded from city noises and large crowds due to the mental health issues that many of our veterans suffer from such as Posttraumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI) etc. that is a cause for a veteran to panic, withdraw and even run from the facility. Performance Objectives/Results: The vendor in the specified area must offer a facility large enough to accommodate the quantity of couples required for this marriage retreat. Offerors must satisfy the government's requirement for the Marriage Enrichment Retreat for veterans and spouses suffering with marriage issues largely as a result of other mental health issues and stress. It must have be facility that will meet the government requirements for lodging vacancies, counseling facilities and area activities needed to ensure VISN 7 compliance and goals are met during the specified time and date scheduled. It must be a one-stop facility equipped to provide a medium for couple interactions and team building. 1.Operating Constraints: The facility must have a Block of 21 traditional rooms, each with private bath, refrigerator, television, alarm clock, hair dryer, a king size bed in each room, at least one (1) of the rooms must be handicap accessible for veteran use if needed, bell service, use of the business center services, trolley transportation to various locations in Charleston and Mount Pleasant and water taxi service to downtown Charleston. Wireless internet service in the hotel and marina for the duration of the weekend. On-site parking, coffee service and afternoon refreshments will be available in the common guest lobby. The dates of need are Friday, 13 July 2012 at 1:00 p.m. through Sunday, 15 July 2012 at 5:00 p.m. A hand selected menu of meals must be furnished by the location which would include dinner on Friday, breakfast, lunch and dinner on Saturday, and breakfast and lunch on Sunday. A special reserved area of the function space is requested for all meals to allow separation of the veterans from crowds due to mental health and stress related issues. One conference room (function space) large enough to accommodate up to 45 participants and instructors with comfortable chairs, 2 tables, restroom access, aesthetically pleasing and quiet environment which is obstacle free with natural daylight and appropriate lighting for evening sessions. The facility should provide privacy where couples may be secluded from the rest of the facility guests. The room must have AV equipment accessibility/proper and multiple electrical outlets within the room. Audio visual equipment will include an 8 foot projection screen and one wired microphone. Activities for the couples to participate in during "couple time" and for team building recreational and diverse options such as a swimming, bicycling, volleyball, bocce ball, golf, fishing, sailing, fitness center, and beach access. The facility MUST be within the Mount Pleasant/Charleston area due to budgetary constraints and couple's requirements. The Period of Performance for this procurement will be July 13, 2012 through July 15, 2012. The NAICS Code for this procurement is 721110 with a small business size standard of $30.0 million. This Notice of Intent is NOT a request for competitive proposals. Interested parties may identify their interest and capability by submitting literature, detailing how their products/services meet VA requirements. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract is based on responses to this notice is solely within the discretion of the Government.
