Description
TCSG RFI in PDF Format Sources Sought Notification This sources sought notification is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research and to invite potential sources to submit detailed capability statements for the work described in this announcement. Background: The Immigration and Customs Enforcement (ICE), Office of Acquisition Management Information Technology Commodities (OAQ/ITC), Washington, DC, has a requirement for Telephone Company Subpoena Generator (TCSG): The Contractor shall provide ICE with the following: • 7,000 TCSG user licenses. The licenses shall be usable on multiple TCSG licenses production and development/backup servers. • 1 TCSG network production server software license for up to 7,000 licenses users • 1 TCSG development/back-up server software license for use with the same 7,000 user licenses • 1 TCSG network production server license for up to 150 licensed users • 1 TCSG development/backup server license for up to 150 licensed users • 1 TCSG development server software license for testing software updates prior to production server releases TCSG Specifications The Contractor shall ensure that all software issued pursuant to the enterprise license shall be for use on Microsoft Windows compatible servers running 32 or 64 bit versions of Windows 2008 Server, Windows 2003 Server, or any future upgrade releases of Microsoft server software that are distributed during the site license period. The application shall be compatible with workstations using the following operating systems: Windows 7, Windows Vista, Windows XP and any future upgrades to the Windows operating systems that are distributed during the site license period. The Contractor shall provide a browser-based application that is compatible with Microsoft Internet Explorer versions 7 and later and Mozilla Firefox versions 3.5 and later. The Contractor shall provide a standard SQL database protocol accessing Oracle database versions 10g and later. TCSG Application The Contractor shall provide a browser-based system enabling users to perform the following functions: a. Identify the correct telephone company subpoena compliance offices for one telephone number or a data file containing over a thousand phone numbers. b. Organize the telephone numbers by service provider and remove duplicate instances of a number; identify foreign and invalid telephone numbers. c. Automatically generate subpoenas and other documents addressed to the appropriate service provider's subpoena compliance department. d. Automatically log each subpoena or document with the ability to reproduce the documents. e. Case numbers must be attributed to each generated subpoena or document. f. The application shall automatically log each subpoena or document generated and audit the requested telephone information to prevent duplicate subpoenas from being generated for the same number over the course of the investigation. g. The software must generate sequential subpoena numbers that are unique to each office. h. The application shall also provide the capability of generating and logging subpoenas and documents addressed to persons, businesses and entities other than telephone service providers. i. The application must store business names, addresses and contact information for companies such as Internet Service Providers, customs brokers, freight forwarders, hotels, airlines and other third party record holders that are maintained by users for local office use. j. The application shall provide an interface to commercial data services to automatically identify telephone numbers ported between telephone service providers. k. The system shall produce subpoenas, summons and other forms in Microsoft Word (.doc /.docx) and/or Portable Document Format (.PDF) formats. l. The application must be able to send subpoenas and reports to the user via e-mail using SMTP or through a Microsoft Exchange Server. m. The application shall contain functionality to automatically query and generate subpoenas addressed to Internet Service Providers through the entry of Internet Protocol (IP) addresses. n. The application shall provide support for over 50 concurrent users. o. The application must be able to support DHS password requirements for applications. Subpoena Logs and Reports The Contractor's software package must automatically log each subpoena generated and audit the requested telephone information to prevent duplicate subpoenas from being generated for the same number over the course of the investigation. The software must also generate sequential subpoena numbers that are unique to each office. In addition the software must produce subpoena logs that are exportable as Microsoft Word documents, PDF files or CSV files. Database Requirements The Contractor's software shall contain a database that includes telephone companies' subpoena compliance department address, telephone number and when available, the fax number and email address. The software must allow users to create profiles for companies such as Internet Service Providers, customs brokers, freight forwarders, hotels, airlines and other third party record holders that will be maintained in the database and available for local office use. Database Update Requirements The Contractor shall provide monthly database updates to track the changes in the telephone industry due to the addition of new telephone exchanges, area code splits, mergers, divestitures, give-backs, etc. The Contractor shall provide monthly database updates for the identification of IP addresses and Internet Service Providers. The Contractor shall provide interim database releases when warranted due to changes in major telephone service provider subpoena compliance department information. Template Requirements The application must be customized to include templates for the administrative subpoenas, fax cover sheets and other documents utilized by ICE. In addition the software must be capable of generating non-telephone related subpoenas and other government forms used by ICE. The software must produce final printed subpoenas in Microsoft Word and PDF format. The Contractor shall support the development of all templates of government used forms that are to be uploaded into the program. TCSG Application Administration The application administration console should be accessible through Administrator user account profiles. The administration console shall be limited to only administration functions. Administrators must be able to search for user profiles using a variety of search criteria. These criteria may include name, profile status, last sign-on date, user type, user organization ID, and user location. User Management The application shall provide the ability to administer user accounts, profiles, user rights and assigned organizations. Access Control The application shall incorporate an access control system to allow administrators to define user roles and limit user access to the system. The controls should determine what functions application users are able to perform within the system such as administrator functions, subpoena generation functions, or query only functions. Organization Identification Table The application shall incorporate a hierarchical organization table for user profiles. The organization ID would provide an additional level of access control as well as a logical way to organize the users within the system. The application shall provide a minimum organization ID of four hierarchical levels. (Example: Agency / Agency Office / Major Location / Sub-Location) Through the use of these organizational IDs users can be restricted to only working with specific data pertaining to their offices. The system shall provide the ability to designate document templates for use by specific organization IDs. Template Refresh Function A template refresh function may be required to update changes to subpoena and document templates or to find new templates designated for specific organization IDs. Event Log The application shall include an event log to ensure the logging of all system and user activities. The application log shall track all system activity such as user sign in, user sign out, user profile changes, password errors, password resets, password changes, changes in user roles, account inactivity blocks, application errors, invalid log in attempts, new user profiles, and blocked user profiles. The NAICS code for this requirement is 511210 with a size standard of $25 million dollars. The period of performance is the following: Base Period: August 1, 2012 - April 30, 2013 Option 1: May 1, 2013 - April 30, 2014 Option 2: May 1, 2014 - April 30, 2015 Option 3: May 1, 2015 - April 30, 2016 Option 4: May 1, 2016 - April 30, 2017 Interested small business concerns may identify their capabilities in writing by responding to this notice by 4:30 PM EDT on Wednesday, May 16, 2012 to Mr. Patrick Loftus, Patrick.loftus@ice.dhs.gov. All capability information must be in writing and provide clear, concise documentation indicating bona fide capabilities to provide the services required. Capability statements shall be furnished at no cost or obligation to the Government. Verbal responses shall not be considered.
