- General InformationDocument Type: Presolicitation Notice Solicitation Number: AG-0261-S-12-7004 Classification Code: F Natural Resources and Conservation Services Set Aside: Small Business NAICS Code 115310 Firefighting, Forest Description The USDA Forest Service, Intermountain Region (Region 4), is soliciting quotes (RFQ) for Miscellaneous Heavy Equipment (Feller Bunchers, Skidders, and Road Graders) for use during Local, Regional, and Nationwide fire suppression and all-hazard incidents. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in fire suppression and all-hazard incidents. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using a total Small Business set aside under NAICS 115310. The Small Business size standard is $17.5 million. The Agreements will be competitively awarded within the SWINAC Acquisition Zone (Region 4) and will be limited to the listed Interagency Dispatch Centers: FELLER BUNCHERS: Feller Bunchers are only being solicited for the following Eastern Great Basin Dispatch Center zones: ID-BDC Boise Interagency Dispatch Center, ID-PAC Payette National Forest Dispatch Center. SKIDDERS: Rubber Tired Skidders are only being solicited for the following Eastern Great Basin Dispatch Center zones: ID-BDC Boise Interagency Dispatch Center, ID-PAC Payette National Forest Dispatch Center. ROAD GRADERS: Road Graders are only being solicited for the following Eastern and Western Great Basin Dispatch Center zones: ID-BDC Boise Interagency Dispatch Center, ID-PAC Payette National Forest Dispatch Center, NV-CNC Central Nevada Interagency Dispatch Center, NV-ECC Ely Interagency Communication Center, NV-EIC Elko Interagency Dispatch Center, NV-LIC Las Vegas Interagency Communications Center, NV-SFC Sierra Front Interagency Dispatch Center. The solicitation will be issued using the Virtual Incident Procurement (VIPR) system; to use VIPR you must have access to a computer with internet capabilities. An e-mail address is required for all of the following registrations. 3) Vendors must have a valid D-U-N-S Number. Request a D-U-N-S Number from Duns and Bradstreet on the web at http://www.dnb.com/us/duns_update/ 4) Register in the Central Contractor Registration (CCR) and enter the NAICS code listed in the synopsis/solicitation, and complete the Online Registration and Certifications Application (ORCA) as stated in the solicitation. Vendors can access CCR and ORCA at http://www.bpn.gov/ 5) Vendors are required to have a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information for obtaining a Level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php The solicitation will be available electronically only and will be posted to the FedBizOpps website at https://www.fbo.gov on or about May 9, 2012.
