Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a Sole-Source basis with General Atomics Electronic Systems, Inc. (GA-ESI), 4949 Greencraig Lane, San Diego, CA 92123, a Fixed Price, Requirements Contract for the purchase of eleven specific spare parts and hardware components for EPA?s RadNet Fixed Monitor System. This is pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2) which implements 41 U.S.C. 253(c)(1) ? "Only one responsible source and no other supplies or services will satisfy agency requirements." The required items as listed below are spare parts and hardware components, supplied by GA-ESI specifically for use in the RadNet Fixed Monitor Systems, a highly specialized analytical system that includes proprietary software. Parts and Components List: LPU-02EPA Assembly (local processor unit)Dual MAB unit, LPUEPA Assembly, Front LPU02EPA Panel Assembly, Keylock Switch Assembly, RTS Thinkkey-02 RTS Keyboard, Dual Detector DDA-02 Assembly, Beta MAB Board, Gamma MAB Board, PA-04HV Tube-Base Preamp/HV, LPU RS485/RS232 Converter Board and Controller Board for Detector RH and Temperature Sensors. Previous Market Research and Sources Sought Notices have not provided viable evidence that neither these nor equivalent components are available from other sources. Therefore, EPA believes that GS-ESI is the only source capable of satisfying the Agency's requirements. This notice is not a request for competitive proposals. "The intent of this synopsis is to determine if any source(s) exists, therefore, no Request for Proposal (RFP) is available at this time. Interested parties shall submit a written capability statement that: 1) include information on the proposed services and parts which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Responses to this synopsis must be made in writing. No telephonic or faxed request will be honored. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a Sole Source basis. Interested parties may identify their interest by submitting their capability statement within15 days of the electronic posting of this notice (on or before May 25, 2012 at 5 PM EST) t o Beverly Barbour at Barbour.Beverly@epa.gov. Reference solicitation number SOL-NC-12-00032. The determination to compete the contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 334519, with a small business size standard of 500 employees.
