- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The 177th Fighter Wing has a requirement for a 180-day wash and corrosion inspection of F-16 aircraft. There is a total of 23 aircrafts, which will be washed with 23 visits (average 2 washes per year per aircraft). The contractor shall perform Aircraft Wash services at the 177th Fighter Wing as defined in the Statement of Work (SOW). The wash standards are specified in Technical Order (T.O.) 1F-16C-23 and Technical Order (T.O.) 1-1-691. Work shall include: Aircraft Pre-Wash Prep Aircraft Exterior Wash Facility Maintenance The North American Industry Classification System Code (NAICS) for this work is 488190 with a small business size standard of $7 million dollars annually. This is a 100% small business set-aside. A firm fixed price contract will be awarded. Statement of Work will be provided upon request, which contains mandatory specifications pertaining to work to be performed, contractor personnel attire and conduct, security requirements, etc. The Government will make an award to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government. The following provisions are included in this acquisition: FAR 52.212-1, Instruction to Offerors Commercial (Nov 2007), FAR 52.212-2, Evaluation Commercial items (Jan 1999). Evaluation criteria include price and past performance. Offeror shall include 3-5 references from recent and relevant contracts to include with their offer a brief description of performance and name and phone number of POC. FAR 52.212-3, Offeror Representations and Certifications Commercial Items (Nov 2006) Alternate I (Nov 2007). A completed signed copy of provision FAR 52.212-3 shall be submitted with any quotation. The following clauses apply to this acquisition: FAR 52.204-7, Central Contractor Registration (Jul 2006); FAR 52.212-4, Contract Terms and Conditions Commercial Items (Feb 2007); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Nov 2007). The following additional FAR clauses cited within clause 52.212-5 also apply: 52.203-6, Restriction on Subcontractor Sales to the Government, with Alt 1; 52.219-6, Notice of Total Small Business Set-Aside; 52.219-28, Post Award Small Business Program Representation; 52.222-3, Convict Labor, 52.222-19, Child Labor Cooperation with Authorities and Remedies, 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; 52.222-41, Service Contract Act of 1965, As Amended. FAR Clause 52.222-42, Statement of Equivalent Rates for Federal Hires (May 1989), 52.232-18 Availability of Funds (Apr 1984), 52.247-34, F.O. B. Destination and 52. 252-2; FAR 52.217-3 Evaluation Exclusive of Options (Apr 1984), and 52.217-8 Option to Extend Services (Nov 1999) with a written notice requirement of 60 days to exercise the option. Clauses Incorporated by Reference (Feb 1988) applies to this acquisition. The following DFAR clauses also apply: DFARS 252.204-7004 Alt A, Required Central Contractor Registration Alternate A (Sep 2007); 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Apr 2007). The following additional DFAR clauses cited with clause 252.212-7001 also apply: 252.247-7023, Transportation of Supplies by Sea, Alternate III (May 2002). DFARS Clause 252.232-7003, Electronic Submission of Payment Requests (Mar 2007) and 252.243-7001, Pricing of Contract Modifications also apply to this acquisition. Quote must be in writing and include the following: point of contact name, address, telephone and fax number, email address, DUNS number, CAGE code, Federal TIN, and three (3) past performance references of similar work completed within the past 3 years, and must reference the solicitation number. Interested parties are required to meet the proposal requirements in order to be considered for award. Evaluation/Basis for Award: Price and Past Performance will be approximately equal weight in the determination of the award. Award will be made based on best value to the Government. The award will be made to a small business, who is CCR (central contractor registration-www.ccr.gov ) registered and is determined to be technically acceptable. Any vendor receiving an award will be required to be set up for EFT (electronic funds transfer). Quotes are due by 23 May 2012 at 1000 hours local time.
