- The Naval Air Warfare Center, Weapons Division (NAWCWD) China Lake California intends to procure and award, on an offer than full and open competition basis, a Firm-Fixed-Price (FFP) commercial contract with VMH International, LLC to upgrade an existing Siemens ™ UG10765 system to a Mach 3 Design Bundle 2X Credit (NX13100) (5 each). The Bundle includes an Aerospace Sheet Metal Concurrent License (1 each); a Catia V5 Interface Concurrent License (1 each); a Teamcenter Embedded Client (NX) (2 each); a Teamcenter Deployment (1 each); annual maintenance for the software; Teamcenter Implementation services; and Teamcenter taining. VMH International is a small business and is the only Siemens authorized reseller who can provide this software upgrade and process methodology to the Navy ™s F/A-18 RDT&E Lab Engineering environment. VMH is the only company who has insight into the F/A-18 RDT&E Engineering Lab ™s Aerospace Engineering methodologies and specific environment that will allow them to implement this specific upgrade without any potential risk to any of the current stored data files. VMH is currently under contract with both Siemens and Boeing in the development of Teamcenter training materials that are process specific to our own current environment. Due to this partnership, VMH has multiple years of experience and interaction with Boeing (the current prime manufacture who has an identical engineering environment to our own) in the methodologies of data creation and how to manage that data within Teamcenter related to Boeing OEM F/A-18 Structural Engineering and software specific Siemens Teamcenter Mach 3 software management. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the software upgrade and Teamcenter implementation of the software within 45 days from award, may submit a written response by 24 May 2012, which shall be considered by the agency. The written response shall reference solicitation N68936-12-R-0061 and shall clearly show the firms capability, background, and experience with the F/A-18 RDT&E Engineering Lab's Aerospace Engineering methodologies and specific environment necessary to perform the software upgrade tasks without compromising the quality, accuracy, reliability, and delivery of the products. The RFP will be posted on or about 21 May 2012 and close 20 days after the solicitation's posted date.
