- REVISION #2: PLEASE READ THE FOLLOWING IN ITS ENTIRETY AS SOME OF THE INFOMRATION HAS BEEN UPDATED AND CHANGED: The Naval Medical Logistics Command (NMLC), on behalf of the Naval Medical Research Unit San Antonio (NAMRU-SA) intends to issue a Request for Proposals. The proposed acquisition is to provide support to NAMRU-SA and its collaborating institutions in the conduct of medical, dental, and directed energy biomedical research, that focuses on ways to enhance the health, safety, performance, and operational readiness of Navy and Marine Corps personnel and addresses their emergent medical and dental problems in routine and combat operations. Research and testing conducted under this contract will be broad in scope, and encompass a wide range of disciplines, covering all aspects of the design and completion of research efforts to evaluate the medical, dental, and directed energy bioeffects of directed energy and non-lethal devices including literature surveys, development of research hypotheses, experimental designs, and the collection and statistical analysis of research data. The areas will include Directed Energy Bioeffects and Modeling and Stimulation; Combat Casualty Care Resuscitative and Trauma Medicine and Expeditionary Medicine Programs; Dental Applied Clinical and Laboratory Programs and a Dental Materials and Equipment Program and other Biomedical Research. This acquisition will be conducted utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of a single, cost-type contract. The contract is anticipated to have a 60-month period of performance for services, inclusive of planned option periods. This procurement will be solicited as a 100% small business set-aside. However, the Government reserves the right to change the solicitation procedure. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about June 1, 2012 to the Naval Medical Logistics Command s website at http://www.nmlc.med.navy.mil/DBU-RFP.asp. Pre Solicitation notices are posted to FBO.gov and NECO.gov with a link to the website where the solicitation will be posted. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation. Central Contractor Registration: All Offerors submitting proposals must: Be registered in the Central Contractor Registration (CCR) under NAICS code 541712 prior to submission; Maintain an active CCR registration with current information at all times during which it has an active Federal award or a proposal under consideration by any agency; Provide its DUNS number on the proposal it submits to the agency.
