- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NWSX) Crane has a sole source requirement for a quantity of 20 (twenty) each Seal Assemblies General Dynamics p/n 5974688. Firm Fixed Prices are being solicited. This requirement is being issued as a sole source to General Dynamics ATP of 326 IBM Road, Bldg 862, Williston VT 05495-7907. Since this is a sole source procurement, a solicitation will not be posted to the internet. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-12-T-0089 is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Offers may be faxed to Eugene Colvin, FAX 812-854-3471 or e-mailed to eugene.colvin@navy.mil. All required information must be received on or before 4:30 PM local time. THE GOVERNMENT DOES NOT POSSESS A LEVEL III DRAWING PACKAGE NEEDED FOR COMPETITIVE PROCUREMENT. IN ADDITION, DUPLICATIVE COSTS AND TIME DELAY REQUIRED TO REVERSE ENGINEER THE SEAL ASSEMBLY PRECLUDE COMPETITION. THESE SEALS ARE AN UPGRADE OF EXISTING SEALS AND MUST MEET EXACT FORM, FIT AND FUNCTION OF SEALS IN CURRENT USE. THIS REQUIREMENT WILL BE NEGOTIATED ON A SOLE SOURCE BASIS IN ACCORDIANCE WITHT THE STATUTORY AUTHORITY 10 U.S.C. 2304 (c) (1) AS IMPLEMENTED BY FAR 6.302-1. SMALL BUSINESS SET ASIDE IS HEREBY REMOVED PER FAR 6.302-1.
