Description
This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Defense in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The Walter Reed National Military Medical Center (WRNMMC) located in Bethesda, Maryland is seeking to establish a Particle Therapy Center (PTC). Charged particle therapy is a type of external beam radiotherapy using ionizing radiation. During treatment, a particle accelerator is used to accelerate charged particles to an energy that can be used to deliver ionizing radiation to superficial and deep seated tumors that may be located anywhere within the body. These charged particles damage the DNA of cells, ultimately causing their death or interfering with their ability to proliferate. Cancerous cells are particularly vulnerable to attacks on DNA because of their high rate of division and their reduced abilities to repair DNA damage. Heavy charged particles (e.g. protons, Carbon-12 ion, etc.) are physically superior to photon irradiation for many clinical circumstances because they are limited in the range that they cause ionizing damage. Heavy charged particles are physically superior to electrons in many clinical circumstances because they don't scatter within biologic tissues to the degree of electrons. The Government seeks sources interested in providing information and subject matter expertise on a two or three room Particle Therapy Center capable of treating children and adult patients with a range of particles to include but not necessarily limited to protons and carbon-12 ions. A minimum of one fixed beam and one gantry room are anticipated. The Government anticipates the need for in-room diagnostic imaging to include CT, portal imaging and in-room positron emission detection within the PTC. The Government anticipates the need for the capability to administer general anesthesia and recover patients within the PTC. The Government seeks information, including feasibility, and rough-orders-of-magnitude (ROMs) of the prices associated with the following solution sets for a PTC at WRNMMC: 1.A complete technical component of a PTC in or on a government facility to include provision and installation of all medical equipment comprising a PTC, operation and maintenance of the PTC, and training of direct healthcare providers, but not to include direct healthcare provider s as part of the technical component, on an annual basis. Provide a breakout of construction costs, equipment acquisition and installation costs, annual operation and maintenance costs, and training costs. Describe space-size needed to accommodate the PTC as well as the PTC equipment to be furnished. 2.Costs for acquisition and installation of particle therapy equipment, equipment maintenance, and all training in the use of a PTC system. Provide costs for acquisition of PTC and separate breakout of costs for leasing the PTC equipment, lease term, annual costs for operation and maintenance of PTC, and, training costs. Vendors are encouraged to identify equipment sources, facility space requirements, and any other information that may assist the Government in establishing an appropriately sized PTC. Interested vendors must present their responses in the form of a white paper no more than 20 pages in length. Specification sheets and product information may also be provided in addition to the whitepaper. Proprietary information should be clearly marked. Responses to this RFI must be unclassified. Responses should be submitted no later than 1000 hours EST on 31MAY2012. Companies must submit their responses electronically to David.E.Johnson3@us.army.mil. E-mail file size shall not exceed 5Mbs. Questions may be directed in writing to David.E.Johnson3@us.army.mil NLT 1200 EST 21MAY2012. The government will post questions and answers o/a 24MAY2012. Vendors might be asked to provide an oral presentation to WRNMMC personnel as part of this RFI subsequent to receipt of white papers.
