Description
The 193rd Infantry Brigade, United States Army Training Center, Fort Jackson, South Carolina, under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a Request for Quote (RFQ) to provide Command Leadership Development Training. This requirement will be a firm fixed price Purchase Order, inclusive of all training development, travel costs, and materials. This requirement is a Total Small Business Set Aside. NAICS code of 611430 - Professional and Management Development Training. The RFQ will be posted on or about May 21, 2012. The draft Statement of Work is outlined below: Scope of Work The Contractor shall design and deliver leadership training for personnel in the rank of Major and promotable Captains with a focus on competency based leadership from Direct through Organizational to Strategic leadership levels, as outlined in FM 6-22 Army Leadership, in order to support the Fort Jackson Campaign Plan Objective 3.0 (Leader Development) and the Training and Doctrine Command (TRADOC) Campaign Plan. Event Format The Leader Training and Development Program will focus on Majors and promotable Captains and consist of three separate components. Each component will consist of up to 15 participants. The Training will be broken down into 3 Days and cover the following: At a minimum the course content shall address: Self-awareness 360 Skills assessment Understanding your leadership style and personality Feedback from understanding which address the 4 dimensional model: superior, subordinate, lateral, and self Evaluation of performance and feedback Effective team creation Leading change within an organization Creating effective relationships and establishing the organizational climate Discussion on organizational and strategic level leadership- with focus on being a strategic leader versus a tactical manager Leading in an era of complexity and increased uncertainty Creation, direct leadership, and assistance during conceptualization, development, and action for a learning project by sub-groups of the sixteen Battalion Commanders. Initial, subsequent follow-on guidance and further mentorship during revisions of the action projects. Group coaching, discussion, and, teleconferencing, facilitating periodic updates and lessons learned from that project Evaluation of the coursework, lessons learned by participants, and contractor performance Managing Conflict Dynamics Contractor must meet requirements for the program as follows: 1. Design a unique leadership program for Majors and promotable Captains. 2. Possess familiarity with military and Army systems, organization, and nuances. Contract must understand equivalent civilian agencies and industries in order to (IOT) facilitate cross-environmental training and ideas. 3. Provide evidence of credentials and show tangible results from past projects in training leadership or management courses of instruction from other organizations that have employed the Contractor's services. 4. Contractor should present any proprietary teaching methods or tools for use during instruction as applicable. Contractor Personnel and Qualification The contactor shall provide experts with degrees at the graduate level on the subject matter to be trained and will have proven examples of experience and success of past course development and training for other organizations. Experts shall: 1. Have expertise in Strategic Planning, Leadership and Team Development. 2. Have expertise in managing small training sessions. 3. Be subject matter experts who have experience with academic researchers and research centers. 4. Understand and have experience in business model leadership and knowledge management for leadership. 5.Provide credentials of degree programs completed by trainers as appropriate for coursework to be taught. Travel The Contractor shall be reimbursed for transportation, lodging, meals, etc. at the Fort Jackson per diem rate in accordance with (IAW) the Joint Travel Regulation (JTR). Contractors will seek and use the most economical means possible in accordance with the JTR and Federal Acquisition Regulation (FAR) 31.205-46, for their travel costs, http://www.arnet.gov/far/. The Contractor shall not be responsible for participant travel, lodging or expenditures to its own or any remote location. Pre-Course Materials The Contractor shall provide participants with all required coursework materials NLT 2 weeks prior to course start date in order to allow them sufficient preparation time. Projected course start date is 25 June 2012.
