- RFP-ACT-SACT-12-03 Solicitation Package In most operational situations, NATO is responsible for a variety of security related duties. Conducting Operations Assessment in these operations may involve dealing with local institutions such as local governments and tribal structures, or with the local populations. NATO may wish to determine how local security force capacity is being developed, or how local population consider the security situation in their areas. Local actors are defined as elected or non-elected civil servants at the regional or local government level, local authorities in general, village elders, tribal, cultural, and religious leaders, and host nation civil society representatives. Whilst the technical and organisational aspects of Operations Assessments are relatively well understood, there is little understanding of how local actors can support--or be supported by-- the process, other than being a passive provider of data. The new concept on Operations Assessment aims to examine these issues through three broad interrelated research questions: First - How does the act of conducting Operations Assessment affect local actors, and how might it be used to increase local ownership of NATO operations? Second - How can involving local actors through participatory approaches improve the quality, sensitivity and cultural relevance of Operations Assessment? Third - What practical mechanism might be implemented to involve local actors in the Operations Assessment process?
