- United States Navy bases are required to meet stringent storm water National Pollutant Discharge Elimination Permit thresholds for copper, zinc, and toxicity. The Navy is seeking cost effective methods to mitigate these pollutants until large scale treatment systems can be built into the pier infrastructure. SSC Pacific code 71 is conducting a scientific evaluation of surface cleaning techiques to determine if, when applied to pier areas of Navy bases, the techniques are successful in mitigating pollutants that are discharged during storm events. Specifically, the project will be testing the effectiveness of street sweeping and power washing as cost effective methods to mitigate pollutants. The goal of this work is to remove particles and their associated heavy metal loads to levels that will meet National Pollutant Discharge Elimination Permit (NPDES) benchmarks for copper, zinc, and toxicity when storm water is discharged from these pier surfaces during rain events. To that end, SSC Pacific requires sweeping and power washing services at specific times and locations to properly test and analyze how well those cleaning processes meet the goals. SSC Pacific is seeking small businesses capable of providing the necessary services. At a minimum, the statement of work will require weekly high efficiency vacuum/sweeping and monthly high-pressure surface cleaning services on up to 200,000 square feet of specific areas of three piers at Naval Base San Diego between September 2012 and January 2013. The cleanings will need to be conducted during the weekends--times of low pier traffic volume. The base period of this contract is anticipated to be for 18 total sweepings and 5 power washings of the sites. Up to 4 monthly options may be included in the effort. Each option would include 4 sweepings and 1 power washing. Options are exercised at the discretion of the Government.
