Description
HSCG23-12-R-APC010 ABS Sole Source Justification OPC ABS HSCG23-12-R-APC010 This is a combined synopsis/solicitation for commercial items prepared in accordance wtih the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicition; proposals are being requested and a written solicitation will not be issued. Additional information regarding RFP #HSCG23-12-R-APC010 is found in the attachments to this notice. The United States Coast Guard (USCG) intends to award a sole source, firm-fixed price (FFP) contract to the American Bureau of Shipping (ABS), 1421 Prince Street, Suite 100, Alexandria, VA 22314-2805. In accordance with the Coast Guard Authorization Act of 2010 (H.R 3619 of the 111th Congress) every cutter, other than the National Security Cutter, acquired by the Coast Guard and delivered after the date of enactment of the Coast Guard Authorization Act of 2010 must be classed by the American Bureau of Shipping before final acceptance. As such, ABS is the only source that can review the OPC requirement documents to ensure that the OPC is properly classed in accordance with ABS standards. See attached Sole Source Justification for further details. Firms believing that they have the capability to perform this work notwithstanding the referenced Act can submit a capability statement that clearly articulates why they believe the Coast Guard Authorization Act of 2010 is not applicable, as well as a demonstration of the company's performance classing other U.S. Government vessels using ABS rules.
