Description
The US Army Corps of Engineers intends to negotiate and award, on a sole source basis, a stand-alone fixed price contract for the procurement of a Siemens 'Somatom Definition' 64 slice Computed Tomography (CT) scanner with cardiac option and low dose imaging scanner due to the existing operation and maintenance contract which has experience overseeing Siemens medical equipment at the Basrah Children's Hospital in Basrah, Iraq. The project requires the contractor to recommend spare parts to the specified scanner and receive Contracting Officer approval before commencing with this procurement. The total estimated price for this action is $2,600,000. Spare parts purchase related to the CT Scanner will be limited to approximately 10% of the price of the CT scanner and shall only occur upon written direction from the Contracting Officer. This action is pursuant to 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirement.' Award to any source other than Siemens Healthcare USA would result in unacceptable delays and substantial cost that are considered to be well beyond any cost savings that might be achieved through competition. Under the authority of FAR 6.302-1, this action is directed towards Siemens Healthcare USA. This notice of intent/synopsis is being issued for information purposes only and it is not a request for competitive proposals. Solicitation documents are not available. All responses should be directed to Pete DeMattei at peter.a.demattei@usace.army.mil and must be received within seven (7) days from publication of this synopsis. No telephone inquires will be accepted.
