Description
THIS NOTICE IS FOR INFORMATION ONLY - The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis for the Office of Rural Health Policy (ORPH) with Telligen in 1776 West Lakes Parkway, West Des Moines, Iowa 50266. The purpose of this procurement is to obtain support for the MBQIP-related quality improvement activities in Critical Access Hospitals (CAH). The contractor shall prepare and submit quarterly quality data reports specifying the quality measure outcomes for each CAH individual participating in MBQIP; quarterly reports, which aggregate the quality measure outcomes for each of the 45 states with State Flex Programs. The contractor shall also provide the raw inpatient quality data to continue further rural analysis of the quality outcomes of CAHs. The period of performance for this project shall be for a base period of (twelve) months, with three (3) twelve, (12) month option periods. NAICS Code: 518210. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) a Justification for Other Than Full and Open Competition is on file, which states and supports that Telligen to collect and store the data submitted to Hospital Compare by hospitals nationwide. Because they house all of the data, Telligen has the unique ability to analyze quality data and run reports long before the data ever becomes public. Because the success of the quality improvement initiatives depends upon the speed in which improvement activities can be implemented once an area of need is identified, ORHP must procure these data reports from Telligen as they are the sole source for accessing the CAH quality data immediately after it is submitted and they also have the necessary resources for rapidly producing reports for each hospital that includes quarterly trending. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals, however, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
