Police Academy Advisor Guatemala City, Guatemala Issuance Date: 05/15/2012 Closing Date: 06/15/2012 SOLICITATION NUMBER: PSC-12-040-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Guatemala City, Guatemala 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT & RESPONSIBILITIES OF THE CONTRACTOR: The U.S. Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and through fostering global cooperation. INL's Office of Western Hemisphere Programs (INL/WHP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere that produce and transit narcotics. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies. INL/WHP is responsible for coordinating policy and programs with other U.S. government (USG) departments and agencies involved in international narcotics control and crime activities, including the Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), Department of Treasury, and the U.S. Agency for International Development (USAID). Purpose: The purpose of the personal services contract is to provide a Police Academy Advisor (PAA) to the Narcotics Affairs Section (NAS) at the U.S. Embassy in Guatemala City, Guatemala. The Advisor will advise on matters related to the development and operation of the National Civil Police Academy (PNCA) and provide technical assistance to the Police Reform Commission (PRC). Relationship: • The Advisor will report to and receive general guidance from the NAS Police Program Manager. Specific assignments originate frequently from liaison activities and the Advisor will negotiate the draft scope and objectives of investigation related projects independently with little input and review from the supervisor. • Since the Advisor is located physically in Guatemala, they will exercise independent judgment in developing new and improved approaches to analyze and review prevention-oriented programs in Guatemala. Duties and Responsibilities: a. Provide advice and assistance in planning, developing, and administering NAS/Government of Guatemala (GOG) programs of the National Civil Police Academy (PNCA). b. Coordinate and review the practices and/or related organizational infrastructures of Guatemala's key justice entities, particularly but not limited to the National Civil Police Academy, in order to recommend changes to improve training through development of instructors and curriculum. c. Assist the National Civil Police Academy with institutionalizing GOG law enforcement educational processes to respond effectively to the need of the Academy and to the GOG with the professional development of the police. d. Advise on all factors, which will or may affect the successful development of identified instruction model(s), including such factors as training, career development, pay issues, etc. e. Conduct liaison and advice on intra and interagency law enforcement coordination, including but not limited to working level instructors, academy support, personnel, police managers/executives, and prosecutors. f. Provide advice and assistance in the development of a Supervisory Police Academy at the PNC Academy. g. Provide advice and assistance in the development of a Basic Investigators School at the PNC. h. Work to formalize an exchange of information and build network(s) of communication that facilitate INL objectives beyond the term of the contract. i. Provide regular written reports/documentation to designated DOS/INL/NAS personnel and prepare/present other informative material, as appropriate, in furtherance of relevant GOG and USG goals and objectives. j. Provide expert analysis and guidance in project procurement, budget preparation, and program planning pertaining to the National Civil Police Academy operations project. k. Conduct field surveys, evaluations, and special studies, as directed. l. Reside in Guatemala City, Guatemala with travel and work in the field approximately 70% of the time. Guideline: Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, as well as other laws, including other authorities under the FAA, the Arms Export Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, which appropriates funds for the INL programs, other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. Complexity: This position involves planning, organizing, and completing analysis and implementation of police academy law related programs. Scope and Effectiveness: The Advisor will perform broad and extensive assignments related to complex programs spanning the full range of the academy, basic and specialized training instructor development and recruiting, which is of significant interest to the public and to the Congress. Personal Contacts: The Advisor will work closely with the NAS, INL Program Offices, and personnel in other Embassy agencies. In addition, the Advisor will maintain contact with the police, military, justice sector, and non-government organizations (NGOs). Minimum Qualifications: 1. U.S. Citizen; an able to obtain/maintain a Department of State Secret security and medical clearance. 2. Fifteen years of demonstrated professional work experience in law enforcement, to include: • Significant experience in curriculum development. • Significant experience as an instructor/professor/teacher. • Significant experience in working in multi-jurisdictional, multinational projects/program. 3. Must have a Bachelors degree or equivalent (i.e. Associates degree with 5 years related experience) from an accredited institution or 10 years related experience in the military, law enforcement, international development, international affairs, or public administration. 4. Experience in identifying and implementing techniques in an overseas environment(s). 5. Superior interpersonal and liaison skills in a multi-agency/multi-jurisdictional environment(s). 6. English and Spanish language communications skills, oral and written. 7. Successfully complete criminal background check/polygraph exam, as necessary. 8. Proficient in Microsoft Office Suite. 9. Ability to obtain/maintain the Contracting Officers Representative (COR) course through the Foreign Service Institute (FSI) within 90 days of arrival at Post. Preferred Qualifications: • Demonstrated understanding of Police Academic and investigative challenges in Guatemala. • Significant experience in developing and managing academy initiatives. • Experience in conducting inspections of law enforcement-related programs and procedures. • Experience in evaluating performance of academy personnel in regards to expected norms and procedures. • Experience in selection/screening process for cadets. • International experience training/instructing foreign law enforcement personnel and experience working overseas. Evaluation Criteria: Factor 1 (Operations) (30 points) Demonstrated operational experience providing advice and assistance in planning, developing, and administering NAS/Government with Police Academy. Factor 2 (Liaison/Communication) (30 points) Significant liaison experience, including liaising within an international law enforcement context. Ability to communicate complex issues in a timely and concise manner, both orally and in written form. Factor 3 (Management/Budget) (20 points) Significant experience managing, planning, budgeting, and conducting oversight functions in a permanent and full-time academy capacity. Factor 4 (Law Enforcement) (10 points) Demonstrated ability to work effectively in local, state, and national law enforcement environment. Factor 5 (Past Performance) (10 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
