Counter Narcotics (CN) Advisor Guatemala City, Guatemala Issuance Date: 05/15/2012 Closing Date: 06/15/2012 SOLICITATION NUMBER: PSC-12-038-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PLACE OF PERFORMANCE: Guatemala City, Guatemala 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The U.S. Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and through fostering global cooperation. INL's Office of Western Hemisphere Programs (INL/WHP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere that produce and transit narcotics. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies. INL/WHP is responsible for coordinating policy and programs with other U.S. government (USG) departments and agencies involved in international narcotics control and crime activities, including the Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), Department of Treasury, and the U.S. Agency for International Development (USAID). Purpose: The purpose of the personal services contract is to provide a Counter Narcotics (CN) Advisor to the Narcotics Affairs Section (NAS) at the U.S. Embassy in Guatemala City, Guatemala. The Advisor will be the primary advisor to the NAS on all matters related to counter narcotics (CN), eradication and precursor chemicals. Duties and Responsibilities: 1. Manage the day-to-day operations of the narcotics law enforcement project in Guatemala including all interdiction and eradication activities. 2. Coordinate institution building of Guatemala's counter-narcotics police with special emphasis on training activities at the National Civil Police (PNC) academy to build their interdiction capability. 3. Assist in the end-use monitoring of commodities provided to the host government by the US Government (USG). 4. Arrange logistical support for counter narcotics operations in Guatemala and coordinate logistical requirements at forward operating locations. 5. Review logistical support requests for accuracy and applicability and develop requirements for supporting PNC counter-narcotics and precursor chemical operations. 6. Advise the NAS Director on training required to improve counter-narcotics police performance in detection, interdiction and disposal of precursor chemicals. 7. Advise the NAS Director, GOG, and Embassy contacts on appropriate types and levels of support needed to initiate and sustain NAS funded projects. 8. Provide input to the annual country budget request, end-use monitoring report, the International Narcotics Control Strategy Report (INCSR) and the Advanced Acquisition Plan (AAP). 9. Work directly with other USG agencies to help build the PNC's counter-narcotics capabilities by coordinating USG provided training, logistical support and technical assistance. 10. Work with the PNC to develop counter-narcotics strategies and programs, including building interdiction capacity at the ports, borders, and mobile interdiction operations. 11. Working with Drug Enforcement Administration (DEA), INL/Airwing, the Aviation Support Program (ASP) and other agencies to develop a robust airmobile interdiction unit within the PNC that can be deployed throughout Guatemala. 12. Responsible for helping develop the necessary command, control, communications, and intelligence support needed to effectively support the airmobile interdiction unit. 13. Work with NAS and host nation personnel to improve the PNC counter-narcotics police's investigative capacity by providing technical support for communications, computer systems and data analysis and field investigations. 14. Coordinate the support for the Joint Intelligence Coordination Center (JICC) and work with host nation counterparts in utilizing intelligence generated by the JICC. 15. Draft letters, cables and other reports on NAS activities under general guidance of the NAS Director. 16. Provides briefings, program evaluations, and supports high-level visits to NAS support activities. 17. Reside in Guatemala City, Guatemala with travel and work in the field approximately 70% of the time. Relationships: • The Advisor will receive general guidance and report directly to the NAS Director. Specific assignments originate frequently from liaison activities and the Advisor will negotiate the draft scope and objectives of counter narcotics related projects independently with little input/review. • Since the Advisor is physically located in Guatemala and will exercise judgment in developing new and improved approaches to analyze and counter narcotics programs in Guatemala. Guideline: Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, as well as other laws, including other authorities under the FAA, the Arms Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, which appropriates funds for the INL programs, other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. Complexity: • This position involves analyzing, assessing, planning, organizing, and implementing of complex counter narcotics law enforcement projects. Scope and Effectiveness • The Advisor will perform broad and extensive assignments related to complex programs spanning the full range of counter narcotics activities, to include detection, investigations, eradication, training and analysis of counter narcotics unit's abilities to effectively interdict illicit drugs and precursor chemicals, all of which have significant interest to both the public and to Congress. Personal Contacts: • The Advisor will work closely with the NAS personnel, INL Program Offices, and personnel in other Embassy agencies. In addition, the Advisor will maintain contact with the police, military, justice sector, and non-government organizations (NGOs). Minimum Qualifications: 1. US Citizen; an able to obtain/maintain Department of State (DOS) Secret Security and medical clearance. 2. Must have a Bachelors degree or equivalent (i.e. Associates degree with 5 years related experience) from an accredited institution or 10 years related experience in the military, law enforcement, international development, international affairs, or public administration. 3. Ten years relevant experience in counter narcotics operations. 4. Five years progressive employment experience in either law enforcement rule of law capacity building, U.S. military joint and combined military operations, or direct experience in INL managed counter narcotics programs. 5. Three years general administrative and program management experience. 6. Supervisory level experience in strategic planning for small, medium and large units. 7. Strong interpersonal and liaison skills dealing with host government and USG officials in a multicultural environment. 8. Fluent in Spanish both written and spoken is required (FSI 3/3 level). 9. Ability to obtain/maintain the Contracting Officers Representative (COR) course through the Foreign Service Institute (FSI) within 90 days of arrival at Post. 10. Proficient in Microsoft Office Suite. Preferred Qualifications: 1. Previous overseas experience working with host governments in Latin America. 2. Demonstrated experience evaluating programs and identifying areas for improvement/change. 3. Demonstrated experience in training/instruction of foreign personnel. 4. Demonstrated experience in developing and managing investigative capabilities. Evaluation Criteria: Factor 1 Interdiction and Eradication Operations: (30 points) Demonstrated experience in planning and developing interdiction and eradication counter narcotic strategies and programs and ability to coordinate with Spanish-speaking host country civilian and police officials. Factor 2 Program Design and Implementation: (20 points) Demonstrated knowledge of counter narcotics policies, concepts, practices and principles relevant to analyzing and developing recommendations for program design and implantation in furtherance of USG objectives. Factor 3 Program Management and Administration (20 points) Demonstrated knowledge and experience in managing, planning and conducting oversight functions of a U.S. government sponsored program. Demonstrated ability to perform under the contract Factor 4 Liaison and Communication: (20 points) Demonstrated liaison experience, liaising with both host nation officials and U.S. government agencies and personnel. Demonstrated ability to communicate complex issues in a timely and concise manner, both verbally and in writing. Factor 5: Past Performance: (10 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
