Description

Reference Number: NHLBI-CSB-AR-2012-145-CSP Title: Notice of Intent to Award Sole Source to Beckman Coulter, Inc. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate on a sole source basis and award a purchase order, for a service agreement, to Beckman Coulter, Inc., 250 S Kraemer Blvd, Brea, CA 92821, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. The corresponding NAICS code is 334516-Analytical Laboratory Instrument Manufacturing and the small business size standard is 500 Employees. The basis for the sole source determination: The sole source determination is based upon the fact that only Beckman Coulter has access to the proprietary equipment parts for the MoFlo High-Speed Cell Sorter. In addition, Beckman Coulter service engineers are the sole engineers able to maintain the MoFlo High- Speed Cell Sorter. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NHLBI-CSB-AR-2012-145-CSP and may be submitted electronically NO LATER THAN 3:00 P.M. EASTERN STANDARD TIME May 25, 2012 to the Contract Specialist, Caitlin Palmer at: Caitlin.palmer@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
