This Request for Quote (RFQ) solicitation is only available on the FebBizOpps.gov web page at http://www.fedbizopps.gov/. The Department of Homeland Security/Federal Emergency Management Agency (FEMA)/National Emergency Training Center (NETC) located in Emmitsburg, MD has a requirement for Curriculum Development and Revision Services and Products. This Solicitation is for the following: Description of Services: Course development/revision services and products in support of the Emergency Management Institute (EMI) and National Fire Academy (NFA) Training and Education Activities. The primary services to be performed under this requirement are development of new courses, revision of existing courses, and reformatting of existing courses into alternative media such as web-publishing, CD-ROM, and DVD publishing and publishing of courses/curriculum in other digital formats. The training materials developed under this requirement are used to train first responders in the firefighting and emergency response/emergency management arenas throughout the nation. Work will be performed mainly at the contractors' locales with some work such as, but not limited to, Curriculum Advisory Committee Meetings, Needs Analysis Meetings, and pilot course deliveries may be performed at the National Emergency Training Center, Emmitsburg, Maryland. This requirement will be set aside 100% for SBA Certified 8(a) business concerns. The NAICS code for this procurement is 611710, Educational Services, with a size standard of $7.0 million [average annual receipts for three preceding fiscal years]. Award of multiple Hybrid, Fixed-Price/Time and Materials, Indefinite Quantity Indefinite Delivery (IDIQ) contracts with a 5-year ordering period is anticipated. Prospective offerors interested in submitting an offer on this solicitation must be registered in the Central Contractor Registration. Inactive registration on the CCR database will make a prospective offeror ineligible for award consideration.
