- Statement Of Objectives In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the Memorial Institute for the Prevention of Terrorism (MIPT), 621 N Robinson Avenue., Suite 400, Oklahoma City, OK 73102 for continued support ser vices related to the NTED certified Information Collection on Patrol (InCOP) training program by providing reliable and efficient logistical assistance, maintaining integrated information resources, delivering courses, and building demand through effective communications and outreach strategies. Support is also provided for the nationwide delivery of the Nationwide Suspicious Activity Initiative (NSI)/Suspicious Activity Reporting (SAR) Initiative training while ensuring the protection of privacy rights and civil liberties. Delivery will be on multiple platforms, including a distance learning component, blended learning techniques, sharing best practices, conducting continuous research and analysis, and assessing trainee satisfaction and skill improvement. MIPT is the incumbent training provider supporting this requirement since 2003, under Federal Grants. For the continuation of this training initiative FEMA OCPO intends to award a contract having a (1) year base period, and (2) twelve month option periods. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The new contract must be awarded not later than September 30, 2012. The North American Industry Classification System Code (NAICS) is 611430.
