- DRAFT PWS SOURCES SOUGHT SYNOPSIS The United States Air Force, Wright-Patterson Air Force Base, Ohio is seeking potential sources to provide Logistics Support Services in the areas of Base Supply Functions, Mobility and Weapons Management, Hazardous Materials Management, Transportation functions, Transient Maintenance, and Precision Measurement Equipment Laboratory (PMEL) functions for 88 MSG/LGR at Wright-Patterson Air Force Base. This Sources Sought Synopsis is published for market research purposes to identify potential capable sources and to assist the Air Force in making a small business set-aside decision. The Air Force anticipates a competitive acquisition for a Fixed Price with some Time and Material contract for one base year and four option years. See attachment 1 - "Draft Performance Work Statement" for more detail on contract requirements. Firms responding to this notice should submit a small capabilities' package to include: 1) Demonstration that your company can meet the requirements listed within the Draft Performance Work Statement. Specifically address Base Supply, Transportation, Transient Aircraft Maintenance, and Aerospace Ground Equipment Maintenance, and PMEL, Service and Delivery. 2) Address the company's history, if any, of working with reimbursable Time and Material requirements in the commercial environment. 3) Indicate whether your company is a large or small business. If a small business, please specify the type (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, general SB, etc.). **See note below. 4) Indicate your company's status as a U.S.-owned or Foreign-owned/Foreign-controlled. 5) Indicate whether you have provided the same services the Government is requesting to a commercial business. Please list the name of the business or businesses. This information will be used to determine whether this is a commercial or non-commercial requirement. ***Note: The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the average annual receipts does not exceed $35.5 Million based on the NAICS Code to be used for this acquisition - 561210 Facility Support Services. The Air Force reserves the right to consider a set-aside based upon responses hereto for any subsequent acquisition. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). Be advised that all correspondence sent via e-mail shall contain a subject line that reads "Sources Sought Response. " Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.
