Description
Sole Source Justification - ASB Avionics This is the public notice for acquisitions over $25,000 and Notice of Intent to award on sole source basis. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL intends to issue a fixed price purchase order to ABS Avionics, Mojave, CA to swap HF Shunt Antenna system and tail dorsal assemblies between NOAA's P-3 Orions N42RF and N44RF aircraft. Scope of Work The contractor shall remove the tail dorsal assembly with the HF Shunt antenna from P-3 Orion N44RF and remove the dorsal from P-3 Orion N42RF and install them back on the opposite aircraft. The contractor shall remove pressure vessel feed through HF9000 coupler racks from N44RF and install them in N42RF. The contractor shall install an approved pressure vessel plug in NR44RF. This effort includes installing replacement lower longerons, and other repair actions on both tail dorsal assemblies as required. When complete, the installation will be ready to install the HF9000 system for operation and approved continuing FAA airworthiness documentation shall be provided by the contractor. Notice of Intent; Having received no responses to the FEDBIZOPPS sources sought notice posted April 25, 2012 which closed on May 10,2012, EAD-KC intends to issue a sole source purchase order to ASB Avionics, Mojave, CA, the original manufacturer and installer of the antennas on the Orion aircraft. The proposed acquisition is for services for which the Government intends to solicit and negotiate with only one source under the authority of FASA of 1994 (Title VIII PL 103-355) as implemented by FAR 12.102 & 13.106-1(b). Refer to attached Sole Source Justification. All responsible small business sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is issued to solely identify the proposed contractor to whom the Government desires to issue a sole source purchase order. However, all affirmative responses received within fifteen (15) days after date of publication of this notice will be considered by the Government. Responses can be sent via email to Ronald.f.anielak@noaa.gov. A determination by the Government not to compete this proposed acquisition is solely within the discretion of the Government. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding capabilities and qualifications to perform the work; and sufficient information that describes or demonstrates the firm's technical capability to perform the work. Firms should address their technical knowledge, testing, standardization, consistency, FAA requirements, ability and cost to obtain ASB proprietary design information. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required service as stated herein. If no contractor qualified to perform the work submits a response, it is the intent of EAD to issue a sole source purchase order to ASB Avionics. NOAA, EAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No purchase order can be made to a company not registered in CCR.
