- NS-1 Technical Specification PSDAR SAFSTOR Implementation Plan Affidavit of U.S Citizenship UFSAU CLIN Pricing (Excel format) SubContract Policies Ship Survey Report Ship Condition Report Sample Delivery Certificate Heavy Weather Mooring Plan Layberth Contract Package NSS Decom QA Plan Solicitation for Nuclear Ship SAVANNAH Technical Support fpr Integrated Management of Licensed Activities The Maritime Administration (MARAD), holds a U.S. Nuclear Regulatory Commission (NRC) 10 CFR Part 50 license to "possess but not operate" a mothballed, defueled, 80MWth pressurized water nuclear reactor and power plant located onboard the N.S. SAVANNAH (NSS). The NSS, the world's first nuclear-powered merchant ship, is a legacy retention asset assigned to MARAD's National Defense Reserve Fleet. The NSS is maintained in mothballed protective storage. This phase of operations is characterized by active surveillance, monitoring and maintenance of the nuclear facilities housed onboard the ship, and custody, crewing and maintenance (husbandry) of the ship as the primary physical boundary and protective barrier of the licensed site. Collectively, these are referred to as MARAD's licensed activities. MARAD maintains a licensee organization, known as the SAVANNAH Technical Staff (STS), to administer these activities. The STS includes direct employees, contractors and government consultants, who together provide the comprehensive nuclear competencies required by the NRC. Separate contracts are maintained in three major activity areas; radiological protection; ship husbandry (through a General Agent); and license technical support. Until recently, the surveillance, maintenance and monitoring (including radiological protection) of the nuclear facilities have been managed independently and separately, with limited overlaps to ship husbandry. MARAD desires to more fully integrate the ship husbandry tasks into its nuclear surveillance and monitoring activities by combining all three major activities under one contractor organization The NRC license is bounded by the outer perimeter of the vessel, such that all operations and retention activities onboard the NSS are subject to inspection and oversight by the NRC. The license remains in effect until facility decommissioning is completed, and confirmatory surveys permit it to be terminated. The license termination deadline is December 3, 2031. MARAD intends that the contractor organization resulting from this solicitation will be scaled up or down through a defined series of "phases of operation" to accommodate a wide range of decommissioning activities, including those that lead to license termination. Special considerations apply throughout the Statement of Work based on the ship's status as a National Historic Landmark.
