Description
This announcement is for information purposes only, NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking nor accepting unsolicited proposals. The purpose of this public announcement is to inform industry of the FAA's intent to award a single source contract in accordance with AMS 3.2.2.4 to Northrop Grumman Systems Corporation, 3975 Virginia Mallory Drive, Chantilly, VA, 20151. The period of performance of the intended firm-fixed price contract is from date of award to twelve months thereafter and includes one option period of an additional twelve months. The FAA currently utilizes ePower in the Aviation Safety Office's (AVS's) development of AVS IT applications. The FAA has a need for additional license to supplement its existing inventory of ePower licenses. The intended contract will provide AVS with additional licenses for Northrop's ePower Workflow product. The estimated value of the intended contract is $233,219.40, assuming the option period is exercised. The FAA has determined that it is in its best interest to award a single source contract to Northrop Grumman. The use of a single source contract is in accordance with Acquisition Management System 3.2.2.4 and is in the best interests of the FAA considering the following: that the Agency is currently utilizing the ePower software in its development efforts and this contract is merely to increase the number of licenses that the FAA has access to; a significant amount of sunk costs and efforts have already been expended upon a development path that relies upon the ePower software, much of which would be lost if a different workflow tool was procured; and a different workflow tool would require significant new investment and time delays that far outweigh the costs of this procurement.
