SOURCES SOUGHT NOTICE COURTROOM RENOVATION AND UPGRADE In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Government. This is a Request for Information (RFI) for sources sought that can provide a courtroom upgrade that includes replacing the existing audio/visual system with state-of-the-art technology, replacing existing furniture, replacing existing carpeting with specified floor coverings, and other minor work as required to accomplish proper installation and acoustics for the above items. Pursuant to Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. INTRODUCTION This notice is to determine interested parties that can provide an upgrade/modernization of an existing courtroom aboard the Camp Lejeune, North Carolina installation. The upgrade includes replacing the existing audio/visual system with state-of-the-art technology, replacing existing furniture, replacing existing carpeting with specified floor coverings, and other minor work as required to accomplish proper installation and acoustics for the above items. The requirement is for the procurement of new courtroom furniture and audio video system. 2. KEY ASSUMPTIONS 2.1. This requirement includes only supplies and services, and does not contemplate construction, demolition, or changes to the existing physical structure. The requirement will, however, involve installation and integration of audio/visual equipment into the building s existing electrical system. As such, the contractor is required to comply with all Marine Corps Base, Camp Lejeune and government regulations applicable to this modernization project. 2.2. The existing courtroom has a Secret Internet Protocol Router Network (SIPRNet) video teleconference (VTC) capability. The government s intent is that the modernized courtroom maintains this SIPRNet VTC capability. The modernization may include installation of new hardware related to the VTC (i.e. new monitors, brackets, or similar items), but the contractor will not be required to alter the existing system or install a new VTC capability. 3. SCOPE OF WORK 3.1. AUDIO VISUAL SYSTEM. The contractor shall install a modern, state-of-art audio visual system in courtroom, ensuring the audio-visual system is complete and usable. 3.1.1. Audio System. The contractor shall install an audio system in the courtroom. The primary purpose of the audio system is to record courtroom proceedings, and the secondary purpose is to playback audio sources. All sources and devices will connect to the audio system by wires. The audio system will require a minimum of eight (8) channels in order to play back audio sources individually. a. Control Panel. Volume and audio input controls will be located on the integrated touch screen control panels. b. Speakers. The contractor will install speakers in the courtroom ceiling that will produce even stereo sound throughout the room. c. Microphones. The contractor will install microphones to record courtroom proceedings. Some microphones will have mute buttons, but no microphones will have exposed on/off switches on the microphone. The contractor will install microphones in the courtroom, to include: (1) Goose-neck microphones. (2) Panel microphones. (3) One ceiling-mounted microphone. d. Audio inputs. The contractor shall provide an audio input (3.5mm TRS plug) for a laptop computer, located on the podium. The contractor shall provide additional inputs as required by other features of the audio-visual system. e. Recording System. 3.1.2. Video System. The contractor shall install a video system in the courtroom. a. Displays. The contractor shall install 50 flat-panel (LCD or equivalent) displays in the courtroom. b. Document camera. The contractor shall install a document camera at the podium. c. DVD player. The contractor shall install a CD/DVD player at the podium. d. Laptop computer. The contractor shall provide a dual video input (VGA and HDMI) for a laptop computer, located on the podium. 3.1.3. Pre-existing Video-Teleconference System. There is a pre-existing video-teleconference system in the courtroom. The system is configured exclusively for secure (classified) video teleconference, and must operate independently of the courtroom audio-video system and control panel. The contractor shall provide inputs for the preexisting video-teleconference (audio and video) to connect directly to the wall-mounted display in such as manner as to permit the use of the video-teleconference system while the rest of the audio-video system, including the recording system, is deactivated. The contractor shall provide a separate, wall-mounted microphone, placed directly below the wall-mounted display, for direct-connection to the video-teleconference system. The contractor shall provide connections for pre-existing cameras. All connections shall be routed inside the ceilings and walls to a junction box in the courtroom in a place to be identified. 3.1.4. Touch-Screen Annotation System and Computer. The contractor shall provide a touch-screen annotation system, with input devices at the witness stand and the podium, and color-printing capability at the court reporter s desk. a. Input devices. b. Computer. The contractor shall provide and install a computer, to control and interact with the touch-screen input devices. The computer shall be connected to the audio-video system, via that control panel, in such a manner as to allow PowerPoint and video presentation to the court from the computer. c. Printing. The contractor shall provide a laserjet color printer to print the image captured from the touch-screen annotation system. d. Wireless presentation remote. 3.1.5. Training and Documentation a. The contractor shall provide a minimum of 16 hours of training. The training will be divided between Military Judges, attorneys, and court reporters. Each training session will be specific to their functional responsibilities. The contractor will also provide training and allow permission of data rights in order to allow the ability to make changes to the touch screen control panels. b. The contractor will provide comprehensive O&M manuals, including system schematics, control system source codes, quick reference guides, and owner s manuals for each component. 3.2 CARPET REMOVAL AND REPLACEMENT. The contractor shall provide all material, labor, equipment, and supervision required to remove and replace existing carpet in courtroom. 3.2.1 Disposal. The contractor shall properly remove and dispose of the existing carpet, VCT and floor cove. The existing carpet will be properly disposed of off base at contractor s expense. 3.2.2 Preparation. The contractor shall prepare the bare surface for proper installation of new carpeting. Proper preparation includes, but is not limited to: installation of conduit (as required); ensuring that the floor is clean and free of oil, waxy films, paint, dust and substances that prevent adhesion; correction of conditions which will impair proper installation, including trowel marks, pits, dents, protrusions, cracks or joints; filling cracks, joints depressions, and other irregularities in substrate with leveling compound; trowelling to smooth surface free of trowel marks, pits, dents, protrusions, cracks or joint lines; clearing away debris from substrate and resilient vacuum clean ; and any other prefatory steps recommended by the carpet manufacturer. 3.2.3 Installation. Install the VCTT (Vinyl Composition Tufted Textile) carpet, in the manner indicated below. Secure carpet to sub-floor as recommended by carpet manufacturer instructions. Follow carpet manufacturer's recommendations for matching pattern and texture directions. Adjoining carpet of the same color shall be from the same manufacturing run to ensure color match. Provide and install the metal transitions strips to protect the exposed edges of the new carpet. Transitions strips shall be placed under the doors where appropriate. Replace all existing floor coves in rooms where the carpet is being replaced. Remove waste, fasteners, and other cuttings from carpet and vacuum carpet. 3.3 FURNITURE REMOVAL AND REPLACEMENT. The contractor will remove all old courtroom furniture in courtroom and replace with new courtroom furniture. 3.3.1 Courtroom Furniture Selection. All furniture will be solid wood with a mahogany-color stain. To the maximum extent possible, the contractor shall not use particle board or laminate on any portion of this requirement. The contractor shall provide and install the following courtroom furniture: Military Judge Bench Court Reporter Desk Witness Stand Attorney Tables Jury Box Courtroom Divider Audience Chairs High Quality Genuine Leather Chairs (for judge, court reporter, and attorneys) Chair Molding (replace/install all chair molding and existing wood around judge s bench with solid wood) Deliberation Table (to accommodate 12) Deliberation Chairs (to accommodate 12) Exhibit Station Lectern Audio Visual Cabinet 3.3.2 Configuration and Selection of Furniture Placement. The Government intends that the contractor propose the most favorable layout of new furniture within the confines of existing space in courtroom. The Government will provide all prospective contractors an opportunity to view the existing space during a pre-award site visit held during the solicitation phase. 3.3.2 Demolition. The contractor will remove and properly dispose of the existing courtroom furniture. Also, all carton materials and additional debris will be required to be removed and property disposed of, on a daily basis, at contractor's expense. 3.3.4 Furniture Installation. The contractor will provide, assemble, and install new courtroom furniture in courtroom. Some installations require finish trim after the items are in place and this will be the responsibility of the contractor. 4. APPLICABLE DIRECTIVES Federal Acquisition Regulation (FAR) Department of Defense Federal Acquisition Regulation Supplement (DFARS) 5. PERFORMANCE REQUIREMENTS The contractor shall provide all management, supervision, tools, facilities, materials, chemicals, equipment, certifications, and labor to perform requested dust suppression services. 6. DELIVERY / PERIOD OF PERFORMANCE The Government requires delivery and installation to be complete within 75 days after receipt of order (ARO).
