- Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Office of Information Systems Management, intends to negotiate with Scienomics, LLC, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to procure a renewal of the software maintenance described below. Background: NIST currently uses a Scienomics software package for molecular modeling. This package has the ability to create atomistic structures, compute equilibrium profiles, and seamlessly interface through an open API with public domain, open source and NIST-coded molecular dynamics software. NIST requires a renewal of the software maintenance for the above existing software for the period of July 1, 2012 through June 30, 2013. Recent market research shows that the maintenance renewal can be provided only through Scienomics. Replacing Scienomics with another program may create a substantial duplication of cost to the Government and would also create a delay in performance as it would require staff to be retrained. The NAICS Code is 511210. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Scienomics for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the licenses necessary may clearly and unambiguously identify their capability to do so in writing on or before June 1, 2012 at 4 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
