- Synopsis of Requirements for VA CAO Conference Planning Support Contract This solicitation includes VA Acquisition Regulation (VAAR) 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set- Aside. As authorized by statute under the Veterans First Contracting Program, this contract action will not be competed. The Department of Veterans Affairs Acquisition Academy (VAAA) Contracting Professional School (CPS) is in need of conference planning support services to assist in the planning, scheduling, coordination and processing of documentation for the Department of Veterans Affairs National Contracting Conference. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to provide conference support services as defined in the Performance Work Statement. The contractor shall perform to the standards in the contract. The VAAA was created to address the growing acquisition workforce challenge facing the Department of Veterans Affairs and the Federal Government overall. With the downsizing from the last decade and the loss of institutional knowledge resulting from baby-boomer retirements, the acquisition workforce has been strained to keep pace with the increased amount of and complexities associated with outsourced work in support of the VA mission. In addition, oversight of the acquisition function across the entire Federal Government has grown dramatically in recent years. The focus of the current administration's leadership and guidance is in improving acquisition and contracting by providing up to the minute training for Contracting Offices of all levels. The Office of Federal Procurement Policy (OFPP), in the Office of Management and Budget, has made improvement of the acquisition workforce an ongoing priority. OFPP Policy Letter 05-01 (April 15, 2005) provided the basic framework for this initiative, mandating 80 continuous learning points for all GS-1102 employees every 2 years. OFPP's initiative reflects high Congressional interest in a professional acquisition workforce for the civilian agencies, similar to those required of the defense acquisition workforce.
