Description
This is a combined synopsis/solicitation (synopsitation) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsitation is issued as a Request For Quotation (RFQ). The RFQ number for this requirement is VA10112Q0116. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-59. This RFQ is set aside 100% for Veteran Owned Small Business (VOSB) concerns (per VAAR 819.7004 and 819.7006). Service Disabled Veteran Owned Small Business (SDVOSB) concerns will be considered in the competition as well. The applicable NAICS code is 453998 and the SBA size standard $7.0M. A list of items, quantities and units of measure is included in the attached Statement of Work (SOW). REQUIREMENT DESCRIPTION: The Department of Veteran Affairs, Office of Management recently initiated a new recognition program for VA employees. As part of the program signature award pieces are to be presented to the recognized employees on a quarterly basis. This is a reoccurring requirement and the Office of Management is seeking to establish a multiple-year, indefinite delivery indefinite quantity (IDIQ) contract vehicle for multiple purchases of the award pieces. All orders placed under the awarded contract will be shipped to the Department of Veteran Affairs, Office of Management in Washington, DC. See the attached SOW for additional delivery details. QUOTE CONTENTS, FORMAT, AND SUBMISSION: Provision 52.212-1, Instruction to Offerors - Commercial Items, applies to this acquisition. At a minimum each quote shall provide the vendor's name and address, product description with dimensions, unit pricing, ordering and delivery times and terms, sample product pictures, and a statement that each quote is valid for a period of at least 30 calendar days. Firm pricing should be provided for all award pieces with no variation based on quantity ordered. All quotes shall be submitted electronically via e-mail. Accepted attachments are Microsoft Word (.doc &.docx), Microsoft Excel (.xls &.xlsx), Adobe (.pdf), and Image files (.jpeg,.tiff, &.bmp only). Note that the total size of all attachments per e-mail should not exceed 6MB to prevent possibility of loss of information. Multiple e-mails are acceptable. QUOTE EVALUATION AND AWARD: Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition (see attachment VA1012Q0116). This Request for Quotation is contemplated to result in a multiple-year Indefinite Delivery, Indefinite Quantity (IDIQ) award, not to exceed five (5) consecutive years. The requirement calls for multiple award pieces to be delivered on "as-needed" basis. It is estimated that 20-80 award pieces will be ordered every three (3) months (quarterly). At this time it is unknown whether award pieces will be ordered in-bulk each quarter or in needed quantities throughout the term of the contract. Product delivery must be prompt and within 10 business days of the date an order is placed against the contract. Award basis for this requirement is lowest price technically acceptable. Although the price is of the greater significance, technical factors identified in Item 2 above must be complied with. Upon completion of the initial evaluation of quotes, samples may be requested. One (1) sample (blank or otherwise engraved) of the award piece may be requested from each interested vendor. Vendors are to provide samples within seven (7) calendar days from the date of the request. All forward and return shipping arrangements are to be made by vendors at no additional cost to the Government. ALL VENDORS SUBMITTING A QUOTE FOR THIS REQUIREMENT SHALL BE REGISTERED IN CENTRAL CONTRACTOR REGISTRY (CCR) OR SHALL INITIATE A REGISTRATION PRIOR TO THE FINAL QUOTE SUBMISSION DATE TO BE CONSIDERED FOR AWARD. Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition (see attachment VA1012Q0116). Offerors shall provide a copy of their Representations and Certifications with their quotes. Provison 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. However, specific invoicing procedures will be provided to the successful offeror at the time of the award. Provision 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition (see attachment VA1012Q0116). QUOTES DUE DATE: All quotes shall be submitted no later than 4:00 PM EST, Wednesday, 23 May 2012. All quotes shall be submitted electronically via e-mail. Accepted attachments are Microsoft Word (.doc &.docx), Microsoft Excel (.xls &.xlsx), Adobe (.pdf), and Image files (.jpeg,.tiff, &.bmp only).
