Description
This is a Sources Sought synopsis announcement, pursuant to FAR Part 10 to accomplish market research and obtain information to be used for planning purposes. The information received will be used to determine the possibility of competition and/or small business set aside, and will not be disclosed outside of the agency. Naval Integrated Product Team (IPT) of PMA-271 is seeking sources with current relevant experience, personnel, and capability to perform the management of Diminishing Manufacturing Sources and Materials Shortages (DMSMS) for the E-6B High Power Transmit Systems (HPTS) The HPTS is a one-of-a-kind unique system, designed / built by Rockwell Collins Inc. specifically for the E-6B Mercury aircraft (Navy-TACAMO). The purpose of the system is to enhance the Very Low Frequency/Low Frequency (VLF/LF) communications capabilities that provide secure command and control communications to the Strategic and Tactical submersible forces, and the National Airborne Operations Center (NAOC) E-4B airborne platform. The HPTS utilizes three separate Trailing Wire Assemblies (Long Wire, Short Wire, and the Utility Wire) to maintain constant line of communications. The HPTS system consists of well over Four Hundred (400) Weapon Replaceable Assemblies (WRA), Shop replaceable assemblies (SRA), and Lowest replaceable units (LRU). The utilization of the DMSMS methodology will provide a proactive and on-going tracking and identification of systemic issues caused by DMSMS. The focus of DMSMS effort is on the HPTS as it relates to the E-6B, its associated interfaces, and the peculiar support equipment (PSE) required to maintain the HPTS. This support will be provided to the Assistant Program Manager, Logistics (APML), and the Sustainment Integrated Product Team (IPT) of PMA-271. The proposed contract will be Firm Fixed Price (FFP) and for a period of performance of October 1, 2012 - September 30, 2013 Firms that believe they can demonstrate their capabilities to perform the requirements described in this Sources Sought posting shall provide a written response to this announcement, consisting of the following: 1) A submission of your firms detailed capabilities to meet the requirements herein, including any teaming arrangements, etc., which you plan to utilize. 2) Past and/or current performance on similar contracts (include contract number, dollar value, brief description of scope, and point of contact name, job title, phone number, and email address). Brevity of extraneous information is desired. Please limit past and/or current performance to the last 3-5 years; and 3) A statement identifying your firm's CAGE Code, business size and all socioeconomic categories applicable for the NAICS code 541990. Also, please state whether you are considered a "Manufacturer" or "Non Manufacturer" for this requirement. (See FAR 19.102(f)). The Government will evaluate the submission of this data in determining an appropriate acquisition strategy. This announcement is published for PLANNING PURPOSES ONLY. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. No request for proposal solicitation document exists at this time.
