- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Thermo Electron North America to provide an Accelerated Solvent Extraction Ultra-High Pressure Liquid Chromatograph-Triple Quadrupole Mass Spectrometer at the National Risk Management Research Laboratory, 26 West Martin Luther King Dr. Cincinnati, OH 45268. The EPA has identified Thermo Electron North America, Inc. as the only contractor able to meet the requirements of this procurement. The EPA?s Water Supply and Water Resources Division, Cincinnati, OH utilizes an Accelerated Solvent Extraction Ultra-High Pressure Liquid Chromatograph-Triple Quadrupole Mass Spectrometer to perform analysis on a multitude of sample matrices. This system allows a wide range of sample types to be analyzed, including particulate matter, aqueous phase samples, and wastewater sludges. This unit is expected to fully automate sample preparation through automated accelerated solvent extraction and on-line solid phase extraction. It will supplement the current facility abilities to perform analytical support to the division and other USEPA entities. This instrumentation is to be utilized to satisfy project tasks covered under the Path Forward Initiative requiring task output material. Thermo Electron North America is the only company that can provide a Triple Quadrupole Mass Spectrometer with attachments of an automated accelerated solvent extractror, an automated solid-phase extraction unit, and a ultra high pressure liquid chromatograph with various pumps. This procurement will be accomplished under FAR Part 15 Contracting by Negotiation. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
