Description
This is a combined synopsis/solicitation for the acquisition of services to complete Historic American Landscape Survey (HALS) documentation, which is a commercial service. This is prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-59 of May 15, 2012. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation/Request for Quotations (RFQ) number is E12PS14370. The acquisition is reserved exclusively for small business concerns. The North American Standard Industrial Classifications System Code is 541370 and the size standard is $14 Million or less. This acquisition is to secure services to complete HALS documentation of Drakesbad meadow in Lassen Volcanic National Park, Plumas County, California. All details pertaining to time, dates, and quantities will be coordinated with Jon Arnold at (530) 595-6181. Work may begin as soon as a date can be established between the contractor and Contracting Officers Representative (COR) after award. The period of performance will be approximately 06/18/2012 to 12/31/2012 and will be finalized with the COR after award. HALS is a heritage documentation program developed to record historic landscapes in the United States and its territories through measured drawings and interpretive drawings, written histories, and large-format black and white photographs and color photographs. The documentation must follow the HALS Guidelines set forth by the Secretary of the Interior's Standards and Guidelines for Architectural and Engineering Documentation; available at http://www.nps.gov/history/hdp/standards/halsguidelines.htm. For the purpose of this document, the term "Drakesbad Meadow" will be understood to mean the cultural landscape, which includes historic drainage ditches and associated structures, located within the geographic feature of the same name. The geographic feature Drakesbad Meadow is located in Warner Valley, Township 30N Range 5E Section 22, Plumas County, California. The Contractor shall create at a high level of academic and technical accuracy a HALS documentation package. This documentation will provide a lasting, archival record of the cultural landscape of Drakesbad Meadow for preservation purposes. The Contractor shall collect historical context data, through review of primary and secondary source material, documenting the history of construction and use of Drakesbad Meadow. The historical context data shall include historical background information on the area such as historical-period land settlement and use and the establishment of Lassen Volcanic National Park. The contractor shall provide all the personnel, material, equipment, and supervision needed to complete the HALS documentation. Written Documentation: The Contractor shall prepare a written narrative which includes historical and descriptive data. The written documentation shall convey the significance of Drakesbad Meadow as a cultural landscape and describe the context in which the landscape was created and later modified. The written documentation shall include a location map that shows the location of Drakesbad Meadow reproduced on an 8 " x 11" sheet. The Contractor shall use the HALS outline format, as described in the HALS history guidelines, available at: http://www.nps.gov/history/hdp/standards/HALS/HALSHistoryGuidelines.pdf. The Contractor may omit sections, with Park concurrence, of the outline that are not applicable to Drakesbad Meadow. Drawings and Graphic Representation: The Contractor shall produce drawings, maps, and illustrations of Drakesbad Meadow. The Contractor shall include drawings and graphic representations that best explain and illustrate the cultural landscape at Drakesbad Meadow, and that convey information that is not readily discernible in the photographs. The number of drawings, maps, and illustrations is at the discretion of the Contractor, but must sufficiently represent Drakesbad Meadow. The Contractor will follow the HALS guidelines for drawings, available at: http://www.nps.gov/history/hdp/standards/HALS/HALSDrawingsGuidelines.pdf. Photographic Documentation: The Contractor shall produce a photographic documentation package of Drakesbad Meadow. All photographs shall be processed for archival permanence in accordance with HALS guidelines for photography, available at: http://www.nps.gov/history/hdp/standards/PhotoGuidelines_Nov2011.pdf. The photographic documentation shall consist of large-format (4" x 5" or larger negatives) black and white photographs. a)The images must convey the character defining features, spatial relationships, and setting of the meadow and drainage ditches as a whole. b)The images must convey the character defining features and setting of the meadow and drainage ditches individually. c)The photographs shall be used to convey textures, details, special relationships, and other details not easily conveyed through written documentation. d)The Contractor shall provide an Index to Photographs. e)The Contractor shall provide a key map in the Index to Photographs that shows where each view was taken. f)If historic views are available, the Contractor shall use repeat photography to capture the change and/or integrity of significant character defining features, spatial relationships, and setting of the meadow and drainage ditches. g)All historic views and drawings must follow the Library of Congress copyright policies, available at: http://www.copyright.gov. The Contractor must submit a copyright release form for all copyrighted material included in the final documentation. Draft Documentation: The Contractor shall provide a draft HALS documentation package for Park review. The draft must include a cover sheet, written historical narrative and descriptive data, copies of drawings, an index to photographs, and photocopies of the large-format photographs. The draft does not need to be printed on archival paper. The Park will return the draft with comments, final submission requirements, a HALS number, and guidelines for preparing the final documentation within 45 days of receiving the draft submission. Final Documentation: Final deliverables from the Contractor shall consist of the following: a)Two (2) sets of the report (printed on archival paper and meeting the guidelines provided following submission of the draft) with archival-quality photographic negatives and prints. b)Five (5) electronic versions of the report and photographs in portable document format (pdf) on CD-ROM. Ownership of Information: All professional and technical information developed under the resulting Contract, and all work sheets, reports, photographs, photocopies, and related data shall become the property of Park, and the Contractor agrees to deliver reproducible copies of such documents to the Park on completion of the services hereunder, or at the Park's request. The Park will provide access during business hours to the Lassen Volcanic National Park archival collections housed at The Southern Operations Center (SOC) at Redwood National and State Parks. The Park will provide access during business hours to existing cultural history documentation managed by the Lassen Volcanic National Park Cultural Resource Program. The Park will facilitate consultation and review of the draft by the State Historic Preservation Officer (SHPO), the Pacific West Regional Office (PWR), and the National Park Service Historic Documentation Program. Period of Performance Beginning Period of Performance: Approximately June 18, 2012 (date to be coordinated with COR after award) Data collection complete and large-format photographs taken- September 01, 2012 Draft documentation package submitted to Park- October 01, 2012 Final documentation package submitted to Park- Thirty (30) days after receipt of draft review comments and HALS Number from Park. End Period of Performance- December 31, 2012 INTERESTED PARTIES SHALL SUBMIT A QUOTATION BASED ON THE TOTAL OF THE ENTIRE JOB.
