- ABL-12470A RFQ DOCUMENT This is a combined synopsis/solicitation for services in which the government intends to award an order in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement for a RESEARCH CHEMIST TO PROVIDE LABORATORY ANALYTICAL AND TECHNICAL SERVICES IN SUPPORT OF HYDROCARBON, LIPID, AND OCEAN ACIDIFICATION STUDIES. CONTRACTOR IS EXPECTED TO 1) Perform acid digests on larval crab carapaces to extract mineral components; 2) Operate an ion chromatograph to separate and quantify individual cations present in larval crab samples; 3) Perform transesterification reactions on extracted fish, zooplankton, and marine mammal lipids in preparation for gas chromatography (GC); 4) Operate a GC-Mass Spectrometer (GC-MS) to quantify specific fatty acid components of marine animal tissues; 5) Perform raw data calculations and apply appropriate QA procedures to ensure quality; 6)Create complex Excel spreadsheets performing data calculations and summaries; 7) Assist in designing and setting up oil treatment columns for hydrocarbon sampling using Low-Density Polyethylene (LDPE) membranes. THIS AWARD HAS A BASE OF 400 HOURS WITH TWO OPTION PERIODS OF UP TO 800 HOURS EACH, DEPENDANT ON GOVERNMENT NEED AND TOTAL NUMBER OF SAMPLES TO BE ANALYZED. See attached statement of work for complete description of SERVICES. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued before JUNE 6, 2012.
