Description
Request for Information: CEBP Afghanistan/Iraq/Pakistan. Date: 17 May 2012 Notice Type: Sources Sought Synopsis: The Defense Threat Reduction Agency (DTRA) requests capability statements from companies for the purpose of identifying potential sources for the Cooperative Biological Engagement Program (CBEP). Funding is not available for any information or proposals submitted. Submitting information does not bind DTRA to any future contracts resulting from this Request for Information (RFI). This RFI is issued to assist the agency in performing market research to determine industry interest and sourcing capability. THIS IS NOT A SOLICITAION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS RFI. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. In alignment with DTRA-CBEP missions and objectives, DTRA-CBEP is requesting the following information: CBEP is requesting information on contractors with experience working successfully in Afghanistan, Iraq, and Pakistan. Please address the following activities in your capability statement: 1. How has your firm addressed security components operated in these countries without standard immunities and mitigated the potential of cost overages due to securing your own security? 2. Have you worked with local subcontractors? If so, please describe your success, failures, lessons learned. 3. Afghanistan a. Renovate the Afghanistan Central Public Health Lab (CPHL) and develop/execute a sustainment plan for the CPHL b. Analyze the current public health reporting system and identify obstacles to implementing an electronic one (if appropriate and one not already utilized) c. Assist in developing a sample transport system for biological samples/materials to safely reach central facilities d. Baseline disease prevalence and bolster surveillance capacity e. Assist in implementing an electronic disease reporting system f. Design and build a National Public Health Lab 4. Iraq a. Perform comprehensive assessment(s) of identified partner facilities (to include facilities in Irbil, Basra, Mosul and Baghdad) i. Identify safety/security/surveillance procedural gaps at each lab ii. Perform necessary facility improvements, equipment upgrades, and technical training aligned with CBEPs goals (Biosafety/security, Disease Detection, Surveillance, Response and Reporting) iii. Develop a sustainable corrective action/training plan and implement b. In accordance with internationally accepted practices i. Provide needed BS&S repairs/upgrades 5. Pakistan a. Provide material support for Mobile Diagnostics Units (MDU) and Biomedical Research Center (BMRC) would include reagents and primers; lab consumables; spare parts for lab equipment, spares for key lab equipment; spare parts for the MDU (system: trucks, tents, ECUs, generators). b. Provide technical support for both would include sustainment plans, on-site maintenance support (subbed or contracted), and equipment evacuation (for repair). Responses are not to exceed ten (10) pages in length. No telephonic submissions will be honored. All capability statements shall be submitted at no cost or obligation to the government.
