Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government has a requirement for a minimum 1ea and maximum 15ea new Brand Name or Equal to FLIR Systems, Brite Star II Multi Sensor Targeting System, training, Provision Item Ordering (PIO), spare parts, repairs and associated technical data. The system will consist of Electro - Optic (EO) Infrared (IR) Surveillance Systems comprised of a Stabilized Turret FLIR (TFU) Unit, Central Electronics Unit (CEU), and Universal Hand Control Unit (UHCU). The configuration being procured includes an Ethernet Card in the CEU and a Laser Designator and Integrated Boresight Module in the TFU for deployment on Naval ships. These items will be procured as brand name or equal and shall be in accordance with salient characteristics which will be issued with the solicitation. The Government anticipates entering into a fixed price indefinite delivery, indefinite quantity (IDIQ) contract with a five year ordering period. The Navy intends to solicit and negotiate this contract on a full and open competition basis. Delivery is required FOB Destination. In accordance with FAR 5.207(c)(13)(ii), one or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. The contractor must be registered with Central Contractor Registration database located at www.ccr.gov. The solicitation will be available on or about 08 JUN 2012. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. All changes that occur prior to the closing date will be posted to FedBizOpps and NECO. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
