- The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting proposals on a full and open competitive basis to conduct the National Survey on Drug Use and Health (NSDUH) for the 2014 through 2017 survey years. The purpose of the NSDUH is to provide current data on substance use prevalence and mental health patterns and trends for the U.S. population (aged 12 and older), each state and the District of Columbia, and to issue reports on survey results. The survey sample will support annual estimates of prevalence for the nation, the 50 states, and the District of Columbia. The sample will also support sub-state estimation every other year. The contractor will be required to: (1) provide interviewers and interviewer supervisory staff to screen approximately 150,000 dwelling units and conduct 67,500 interviews per survey year, using computer-assisted interviewing (CAI) technology; (2) develop training procedures/materials and conduct training classes in order to maintain a qualified field staff and satisfy survey fieldwork goals; (3) use statistical expertise to (a) employ a state-based sample design, with an independent, multi-stage area sample for each of the 50states and the District of Columbia, and (b) employ small area estimation techniques in order to develop model-based estimates; and (4) perform technical writing, analysis, and methodological studies to complete and support the contract tasking. The base award will consist of the 2014 NSDUH. The 2015, 2016, and 2017 surveys will be optional surveys. There will also be optional tasks covering Mental Health Analysis and Collaborative Projects. The estimated period of performance for this contract, including all options, is 79 months. The solicitation may be obtained by either of two ways: by mail, or electronically by downloading a file from FedBizOpps. Once downloaded, you should determine if you have a continuing interest in the RFP. All RFP requests must cite the RFP Number. Requests for copies of the RFP must be made in writing. Fax requests will be accepted at (240) 276-1510, but please confirm by phone that your fax request has been received. Requests will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the thirty-fifth (35th) day will reach the requestor before the due date for receipt of proposals.
