- USACE Engineering Research and Development Center (ERDC) intends to solicit one source under the authority of FAR 13.106-1(b) for --- DECISION PARTNERS, LLC, 313 E CARSON ST, PITTSBURGH, PA 15219-1202. This procurement is being conducted under Simplified Acquisition Procedures. The Government intends to acquire a commercial service using FAR Part 12. Interested parties may submit their quotations and detailed literature outlining specifications by email NO LATER THAN Thursday, 24 MAY 2012 - 5:00 P.M., CST. No verbal responses will be provided. BACKGROUND: The ERDC-EL is proposing to organize and conduct the North Atlantic Treaty Organization (NATO) Workshop titled, "Sustainable Cities and Military Installations: Climate Change Impact on Energy and Environmental Security" in Rella, Iceland, 3-6 June 2012. The NATO Workshops are high visibility events bringing together senior experts in sustainable development, climate change, environmental risk assessment, modeling, toxicology, advanced statistical analysis, and regulatory decision making from the USA as well as several European and developing countries. These experts exchange ideas with military commanders and senior policy decision makers from around the globe to help solve current worldwide challenges. We propose to organize workshop participants into three working groups, in order to address sustainable development challenges in (A) energy, (B) water, and (C) infrastructure. "State of the Science" reviews synthesized by these working groups, along with other materials developed during the meeting, will provide a foundation for a book that will be published. A unique feature of these Working Group proceedings is facilitation and information generation using Mental Modeling techniques. Mental Modeling allows the knowledge and experience of the working group members to be mapped in near real-time. This map(called an expert model) provides an easy visualization of the major issues and concerns in each subject area and a basis for follow-up discussions. Mental modeling facilitation requires topical knowledge in the field of sustainability science as well as knowledge of the US Army Corps and DoD to tailor discussion to the needs of military installations. The expert models developed in each working group will be included in the summary chapters published in the workshop proceedings. REQUIREMENTS: Vendor MUST be able to offer Mental Modeling-based facilitation. The facilitation of the Working Grougs are crucial for the success of this workshop.
