- ESC/HBAI, the GATM Branch has been responsible per Air Force Policy Directive (AFPD) 63-13 and AFI 63-137 for providing CNS/ATM related avionics to the Air Force’s aircraft acquisition sustainment units since 1998, and has awarded several multiple award ID/IQ contracts to provide products essential to civil airspace access for Air Force aircraft. In the case of the current CNS/ATM 1 acquisition, twelve contracts were awarded on 7 February 2006 to successful offerors for 25 product lines, technical data, annual service agreements and engineering services. The current vendors offer a minimum of one product on a single product line, and no single vendor was awarded a contract that encompassed all 25 product lines. All contracts offer Firm-Fixed Price “B-Tables” for the awarded products. The current CNS/ATM Product Catalog 1 acquisition was a competitively awarded Multiple Award ID/IQ contract, conducted in compliance with the Competition In Contracting Act as implemented by Federal Acquisition Regulation (FAR) Part 6 as a result of a market research conducted in March 2004. The Government anticipates awarding a firm-fixed price multiple-award IDIQ contract awards, with an ordering period from 1 JAN 2014 through 1 JAN 2017 with the possibility of up to 2 one-year Option periods for this award in accordance with Federal Aacquisition Regulations Part 12-Acquisition of Commercial Items and FAR Part 15-Contracting by Negotiation.
