JUNE 28 - CONTRACTING SEMINAR AGENDA JUNE 27 - CONSTRUCTION INDUSTRY DAY AGENDA CAPABILITY STATEMENTS CONSTRUCTION INDUSTRY DAY PACKET REGISTRATION FORM FOR CONSTRUCTION INDUSTRY DAY AND CONTRACTING SEMINAR The U.S. Army Corps of Engineers, St. Paul District, in cooperation with the Flood Diversion Board of Authority, will host a Construction Industry Day event on Wednesday, June 27 for all businesses interested in the Fargo Moorhead Metro (FMM) Diversion Channel Project. A Contracting Seminar will be offered the following day on Thursday, June 28 to provide an introduction to contracting with the Federal government. The FMM Diversion Channel Project Construction Industry Day event and Contracting Seminar will be held at the Holiday Inn of Fargo, 3803 13th Avenue South, Fargo, ND 58103. Both events are free of charge and all interested parties are invited to attend. To register, please return the attached Registration Form by email to: FMM-Industry-Day@usace.army.mil no later than June 20. Pre-registration is required due to potential space limitations. Attendance is limited to four (4) representatives per company. Sign language interpretation will be provided for requests received by June 20. CONSTRUCTION INDUSTRY DAY - JUNE 27, 8 a.m. to 4 p.m. The Construction Industry Day event provides an opportunity to improve the design of the project with respect to biddability, constructability, operability and environmental considerations. This event provides contractors and suppliers the opportunity to take a critical look at how the project features are proposed to be laid out and allows for feedback that could realize a reduction in cost, improve constructability, reduce schedule risk and provide firsthand experience on best practice methods. If congressional authorization and funding are received, the proposed FMM Diversion Channel Project will involve the construction of a 35-mile long diversion channel located in North Dakota that will direct floodwater around the Fargo-Moorhead metropolitan area. Constructability Questions to Industry: The Government is seeking industry feedback on the project information and questions provided in the attached "Construction Industry Day Packet". (See Appendix B, "Constructability Questions to Industry for Response".) The Government is also seeking feedback on the draft design submittal for the first design reach of the project. (The draft design reach 1 submittal, Appendix A of the "Construction Industry Day Packet", will be posted on this website on or about June 11.) All interested parties, regardless of event attendance, are encouraged to voluntarily submit written responses, constructive input, or additional questions. Responses may be submitted prior to and during the event. Please send advance responses to FMM-Industry-Day@usace.army.mil. Responses are intended to initiate discussion during a facilitated question and answer session. The question and answer session will be transcribed and the transcript will be posted following the event. One-to-one Sessions: Please indicate on the Registration Form if you would like to sign up for a one-to-one session. Please be prepared to discuss the questions below, which will be used to guide the discussions. Following the event, collective responses to these questions, without identification of the sources, may be posted with this notice on the FBO website. 1. What channel length/quantity of excavation will allow your firm to operate efficiently using techniques typically employed by your firm? 2. Is there a channel length/quantity of excavation that would allow you to employ non-traditional equipment/techniques to significantly reduce costs? What types of equipment/techniques would you consider in this case? 3. What is your suggestion for the optimum solicitation package to receive the most competitive bids (i.e. strictly channel with structure bid separately or channel and structures)? 4. What do you anticipate will cause the most problems for your operation? 5. What other feedback would you like to provide for consideration to improve the constructability of this project? Capability Statements: Interested parties, regardless of event attendance, are invited to submit capability statements for market research purposes and acquisition strategy planning (5-page limit). A recommended outline is attached. Please submit capability statements to Corps Contracting Division Representatives at the event, or mail to: Contracting Division, Attn: FMM Market Research, USACE - St. Paul, 180 5 th Street E, St. Paul, MN 55101-1678. CONTRACTING SEMINAR - JUNE 28, 8 a.m. to 3:30 p.m. This workshop, presented by the U.S. Army Corps of Engineers and U.S. Small Business Administration, will explore the basics for succeeding in the Federal procurement process. The seminar will provide a general overview of some of the rules, regulations and processes involved in Federal Government contracting. Topics will include certification applications for various small business categories; joint venture agreements, small business subcontracting plans; construction contract clauses; common mistakes in bids; and the responsibilities and expectations associated with satisfactory contract performance. (The Contracting Seminar is not specific to the Fargo Moorhead Metro (FMM) Diversion Channel Project, but rather to Federal construction contracts in general.) This notice does not constitute a solicitation. This announcement and the Construction Industry Day event are for planning purposes only. The acquisition strategy for this proposed project has not yet been determined. Response to this notice is strictly voluntary. The Government will not reimburse any party attending or participating for costs incurred for this event or marketing efforts. The Government may post responses, questions, and comments submitted in response to this notice and/or during the event on the Federal Business Opportunities website without identification of the source. Please do not submit proprietary information. Any information provided may be incorporated into the design of the project. Information submitted in response to this notice is subject to disclosure under the Freedom of Information Act. Respondents are advised that the Government is under no obligation to acknowledge or provide feedback to with respect to any information submitted under this notice.
